Samsung's live wallpaper crash fix seems to be only live in Germany for now. We are currently testing a way to fix this.
Could you download the following test APK and let me know if that fixes the crashes for you? We experimented around with some hacky fixes just for Samsung devices:

As far as I know, though, there's a hard limit at 10 seconds (which, I'm still like why?). If you want faster, I'd suggest using Synfig or maybe the animated image plugin for Paint.net, and then using Wallpaper Engine to set it as a custom background.
This is for use with Wallpaper Engine. It's a program that allows for videos to be used as your desktop with a plethora of options. It's just a video file paired with a configuration file.

The program itself costs 4 dollars but everyone is free to make and share wallpapers on it, it has a lot of talented people on it and yours looks like something I'd definitely use for my main monitor.
Use Wallpaper Engine https://www.wallpaperengine.io/ for animated wallpapers; its perfect for Rainmeter.
As for all the other plugins, sort r/rainmeter by top of the year and check out some of the popular posts. It's a good way of finding out about diff plugins(skins) and there's always links to them. There's tons of diff skins for display, date, temps, etc.
It’s a program you can use to make live wallpapers fro your PC desktop. I just found out about it recently and it’s really cool. You can find hundreds of community made wallpapers or make your own if you have programming skills. I’ve made a few wallpapers with Unity3D but I really want to make something like what you have done but with OpenGL. I’m not exactly sure what all is supported but you might be able to adapt this to be a live desktop wallpaper.
Windows stock screensaver will work just fine.
Go to settings type screensaver into the search box, select ribbons from the list and set it to 1 minute.
As long as you don't touch the keyboard and mouse it should activate the screensaver, I have tested this myself with iTunes.
You may also be able to use Airfoil satellite to control the PC from iPhone as airplay audio receiver. Not sure if that will disable screensaver possibly not.
Wallpaper engine is another option and can be invoked by hotkeys with full screen moving video.
While it won't help with animated boot screens, it seems like you're looking for Wallpaper Engine for your animated wallpaper needs. (Either follow the link, or look for it on Steam.)
It supports video looping, has wallpapers with music visualizers and Spotify support, and even has some interactive wallpapers. It has multi monitor support, so you can load separate wallpapers per monitor, or have one spread over all your monitors, and is generally memory efficient, pausing wallpapers while an app is full screen or has focus, for example.
Actually, in the Windows/Steam world, this is nothing new and HUGELY popular with websites and applications.

I think this is what the author was going for.
On my desktop PC I have a wallpaper that shows me the current weather and the time with an animated (vector-style) landscape and sunrise. It‘s also a website. Nothing much, but it‘s fun looking at my desktop.
I personally use Wallpaper Engine: it has a lot (i think some millions) of HD wallpapers of all kind, mostly animated, and it doesn't affect in any way the performance of the PC or the battery. It costs around 3€, but i can assure you that is worth it.
That wallpaper you actually see is a live wallpaper that I got from the “Wallpaper Engine” app. This is an app on steam with a huge selection of live wallpapers that “move”. I don’t have the specific link to the wallpaper but here is the link to the app (definitely worth the money):
I don't think you can do this with Rainmeter.
However, I installed Wallpaper Engine recently, and noticed there were some wallpapers that respond to mouse movement. You could look into that to see if it's possible to make something like what you describe.
