If you could install Linux(beta) Xournal++ comes with bunch of note taking features.
To install it on arm based device(Your Chromebook):
1- Download this file and move under linux files in file manager
2- Now run command below in the terminal app:
sudo apt update && sudo apt upgrade -y && sudo apt install ~/xournalpp_1.0.20-1_ubuntu18.04.1_arm64.deb -y
3- Wait for it to install
I've been using Xournal++ lately, with the only reason being that it has built-in stylus support for my Microsoft Surface 4 Pro.
It's not as fancy as many others, but it does the job.
And I just keep my notes on my GDrive.
I also would like to recommend Xournal, an open source software for hand note-taking. It is especially helpful if you want to write in a standard/traditional A4-like page format with ruled, graph or dotted background.

If you want to mark something, draw onto a PDF, cut out something, rearrange pages... Xournal++ is awesome. It even provides graphic tablet support and stuff to do all of that.

I'm asking as I'm not a native and need someone to test it too. I want to add the minimal packages that you need to install to latex tool work on xournal++ on Linux(not using the flatpack). I think you need do it using texlive-standalone
and texlive-scontents
not just with the texlive-standalone
as its on the docs. Test it and write it on the manual if its wrong. That should fix this issue.
This is a "easy" task to do but you will need to learn the workflow. (Clone -> Edit -> Merge request)
It's an open-source note-taking software that allows you to use a drawing tablet. If you're familiar with OneNote, it's kind of like that but focused on the pen functionalities.
If you just want to add writing or annotations on top of the PDF, I would recommend Xournal++:

But think again about taking notes with a tablet. If you want to do it during class, laptop + tablet will take up quite some space. I see a lot of people who use "iPad like" tablets or these laptops that have a touchscreen and that seems to work pretty well. Just something to keep in mind.

Thanks for this, but I expect Windows Update will just try and 'update' it again. Perhaps MS will have another go at fixing it... third time lucky?
In the meantime (and perhaps permanently) I will be using Xournal++ on my Surface Pros 7 and 4 (https://xournalpp.github.io/). I came across it on the AlternativeTo site as one of the few open source, well, alternatives to MS Whiteboard. I've just tried it out quickly and am very impressed. It has many more features than MS Whiteboard, with a lot of customizations (even for the stylus, touch, etc.). The most obvious feature lacking is synchronization, although a workaround is to keep the files on Google Drive, for example.

I'm surprised nobody's mentioned Xournal++ here. It's, quite literally, a notebook app with layer support. Nothing fancy, especially compared to Paint.NET, Krita, or GIMP, but seems like the exact sort of thing you're looking for.
There are 3 aspects to writing in an online enviroment:
1. The software you write on
2. The software you are taking your online session on (in your case Zoom)
3. The pen tablet settings
Once you complete you can even export the work as a PDF.

I use Google meet, you use Zoom. But in both its just a matter of screen sharing the software. Google has its own integrated white board called Jam board which I don't recommend (unless you know how to use it and find it's features more advantageous.)
I think Zoom has a white board too, but I have no info on that.
3. The Pen Tablet:
The pen tablet works in two settings.
a. As a mouse, which is intuitive to use but will give you a horrible handwriting.
b. As a pen which is weird to use at first, since every point on the tablet gets mapped to every point on the screen. So the pointer jumps as you are using it. This is the setting you want since it gives you precise and fine control needed to get that amazing writing. This may involve needing you to install drivers and some initial practice. But its worth it.
There are two versions of OneNote, are you having issues with both? There is OneNote for Windows 10 and the desktop office version. Both free if you keep your notebooks on OneDrive.
If you are having trouble with both, maybe try Xournal++.

It's not web based, but I use a free software called Xournal++ to annotate PDFs.
It's a pretty fantastic software actually and supports a fair number of features aside from that.
Hi, sadly and somewhat ridiculously no, I gave up and got rid of the tablet.
I tried OpenBoard for a while but the UI was just too awkward to use efficiently.
However, according to this issue on GitHub for Xournal++, they may have fixed the problem with pressure sensitivity, so that may be a good one for you to try now. Seemed like a decent app otherwise, when I tried it.

Edit: Its major drawback is the lack of features like cloudsync and notebooks.
But the recent version allows you to draw on pdf and supports layers per page. There is a small learning curve as well/

Xournal++ is often brought up as a good application for taking notes and making simple sketches. You can write on "blank" sheets of virtual paper or open up PDF files for scribbling on. You can draw solid / dotted / dashed lines or use a highligher (all in multiple colors), erase strokes, select / move strokes, etc. It also includes a tool for drawing lines / arrows / circles if you don't want to freehand them.
Assuming that you're sharing your screen through Zoom, all you would do is make sure Xournal++ is on the shared screen and then start taking notes or marking up a pre-prepared PDF. At the end of the day / class you can save the document to PDF or other image formats like PNG or SVG.
