For those curious - here's the google play link for this game. It's fun! A bit simplistic overall, but it's really satisfying to pull off a clever strategy and get your guys farther up the order than their car's pace would deserve.

I've taken the opportunity to download Motorsport Manager for free this week. Maybe the best management game about the world of motorsport available on Android right now. It has not been developed for the last 2 years but there aren't any relevant bugs. It's worth a go for every motorsport fan.

Ultimamente tenho jogado muito o Motorsport Manager Mobile (peguei de graça no sub que vou indicar abaixo) e poderia passar o dia todo, se pudesse.
Além dele, tem vários jogos casuais que dá pra jogar bem de boa.
Dá uma olhada no /r/googleplaydeals. Seguidamente tem jogos pagos que estão em promoção, ou muitas vezes gratuitos por um certo período.
I actually really like Motorsport Manager on Android. It's ~~free without ads~~ $2.49 (I got it on sale so mistakenly thought it was free) and there's no need or prompting to buy any of the IAP. You still have to sit through the races, but they're fairly short and you have to do stuff during them, so it's not a drag.
I've never played the PC version, and the Android version is probably pretty simple comparatively, but I like it so much on mobile that I feel like I probably wouldn't enjoy the PC version if it's much different. I wound up skipping the recent Humble Bundle with it.
Couldn't recommend this game enough, it's been keeping me very busy over the past week, for a one man team, they've done rather well.
Motorsport manager is the first sim that comes to mind, I like it a lot and it's works well on mobile devices. Fiz is quite fun too, in a similar vein to many kairosoft games. I don't know anything about beer but still enjoyed it.

There's a racing management game on mobile which lets you do a good bit of what you mentioned, its called "Motorsports Manager." Its more of a F1 simulator than NASCAR, but its pretty fun to operate how your entire team runs.

You manage a racing team and get to manage your racers during the races themselves as well. Massive timesucker.
I played NSS a while back and really enjoyed it. Don't think there's anything like it but if you're into Football Manager, rpg, micro management, strategy and that sort of thing I highly recommend Motorsport Manager. The game got me hooked like nothing other. It's really good.
Plus, it's on sale in the US as well for 30 cents. I got lucky and caught it a few days ago.
Reminds me of B-Spec mode in Gran Turismo.

I was talking about this (quite fun) game. Once read a review which stated that the Steam game is sort of the same game but with way better graphics.
Grand Prix Story is my favorite too. If you want something similar and more beefed up, try Motorsport Manager. It's pretty incredible.
I have to turn down the settings for Motorsport Manager to its lowest because it starts lagging during the race simulations.
