I used to use 3G Watchdog before Google built data limits into Android. It allows you to set arbitrary time periods for your cycle.
Sorry, I know a standalone app isn't as elegant as an Xposed module, but in case you don't find one this can definitely do it.
3G Watchdog is the best there is. Don't be fooled by its looks, it's over 7 years old (almost as old as Android!) and is still being actively updated with new features. Possibly the most flexible mobile data monitoring and management app out there.

I'm pretty sure there is no way you can change it to daily from Monthly, but there are apps which do what you have in mind.

Easy to setup, cheap for a paid for app and it's been getting updated the whole time. I have been using it since maybe the Android 2.2 days I believe it's one of the first apps I ever purchased and one of the first apps I install on every phone.
This thread on the Google forums seems to suggest that it can be caused due to incorrect network time obtained from cell towers. I'd report this problem to your service desk to make a log of it and keep an eye out if anyone else reports the issue.
Basically Android syncs it's time automatically from the cellular network. If for some reason the clock on a tower has gone out of sync, it could affect several devices. However, users may not notice this because when the device connects to a different tower with the right clock the time would correctly itself. However, in that period, that time is recorded in Androids logs, and in this case, the data usage logs. The customer could change the usage cycle and change it back to reset it, but it may not be fully accurate, as parts of the system might still have the faulty time. I'd recommend the customer to do a factory reset.
Also, wouldn't you guys have your own app for managing data, or a website? That would be a much more accurate method to check the usage. If not, a more accurate and reliable option (compared to Android's) would be to use 3G Watchdog. It can backup your usage stats to the SD Card, you can set your existing usage, change billing types and cycle, exclude apps.. It's the ultimate app if you want accurate data usage monitoring and control.

All of this means that I end up using third-party apps, which makes Android's built-in usage monitor and data limits a bit useless for me. Which is why I was hoping that the Datally app would finally make up for the limitation of not being able to manually set your data usage counter. All Google needs to do is make it an editable field, it's not that hard. Most third-party data usage apps (like 3G Watchdog) have had this feature from day 1.
I use 3G Watchdog because it has a widget that shows lines for both your data use and your billing cycle, so you can immediately see how much of your data allotment you've used in relation to your billing cycle. As long as the data line is shorter than the billing cycle line, you're on track to stay within your limit. It does not show your remaining data numerically, but I find the bar graphs to be more helpful than a number.
Dunno if it has a widget, but it puts an icon along the notifications bar: 3G Watchdog. first app I install on a new phone. Despite the name it handles all network data just fine. Also lets you configure when to change the color to warn of high usage, etc.
You can track that easily. If you're on Android, install 3G Watchdog. Make note of where your data is at, make a call, do the math.
I'm sure Apple has something similar.
ETA. I'm in Canada and don't have this feature -- I don't think -- so I'm assuming your phone really does use data when you use it, as you state.

Most Android phones have this built into settings, and the ability to set a cap.
I'd just try that for 15mins and multiply up to whatever time you think you can afford/not get charged.
Alternatively, 3g WatchDog 'https://play.google.com/store/apps/details?id=net.rgruet.android.g3watchdog&hl=en' on the Play Store does the same thing. I would run both, and likely a similar app for Apple devices.
The only way to know for sure is to install one of those Firewall apps for Android (probably need root) and log the traffic to see where the data went.

It's definitely the right app. But your icon looks like an older version for some reason. Did you get the latest from the playstore? I just have the regular free app, so I honestly have no clue as to why it would look any different.
I do like your homescreen though! I thought maybe your data toggle switch at the top had something to do with it, but that wouldn't make sense.
