I don't really remember feeling strongly about it either way, it got kind of stale quickly
For the longest time I've been looking for games similar to age of civilizations and age of conquest that don't have IAPs. I've pretty much played either of those two games for the past year almost every day :/

The reason I have asked for help is because I work to create scenarios for this , and this will help to build a new scenario.
It's not strictly a management game but if you need a strategy game to spend lots of hours into, I'd suggest Age of Civilizations
Age of Civilizations é um jogo de guerra bastante simples, mas divertido de se jogar.
Elifoot é um manager de futebol bem simples também, mas diverte. Tem o problema das licenças, mas o criador do jogo deixa bem fácil o processo de mudar os nomes.

Also, some of the Kariosoft games are sort of empire building and typically do not have any IAPs..though once you've played one, you've played them all.

The mobile section sucks for strategy games, there is only a few that are worth the shot. If you are looking to rule a country and fight worldwide and such, you should try Age of Civilizations : https://play.google.com/store/apps/details?id=age.of.civilizations.jakowski
