Sorry to disappoint you, but its only in the Google Store. Its very hard to make a convenient overlay App for iOS and up to now, we were busy adding features to the android version.
There are apps that can look at the Pokemon's detail screen (either by you taking a screenshot, on iOS - see Poke Genie - or by reading it directly off the screen, skipping the screenshot step, on Android - see CalcyIV). They look at the precise length of the power-up arc that goes over the Pokemon's head, to work out the level, and then use the level, CP, HP, and powerup costs (OCR'd off the screenshot), to work out the IV numbers (occasionally there are multiple possible answers and they can't be certain which is correct). The relevant equations were worked out by smart people long ago.
Note that these specific apps (and some others) do not interact directly with the Pokemon Go app, or with Niantic's servers, so they should be completely safe to use (there have been a few in the past that would request your username / password and then talk directly to Niantic's servers - run away from those, they can get you banned).
If you're far enough into PoGo to be reading down in the comments on threads on The Silph Road, you probably ought to have an IV checking app on hand.
Welcome to the game! I would highly recommend going to your respective app store and downloading an IV calculator. Calcy IV and Poke Genie seem to be the two most popular ones. I personally use PokeGenie and will swear by it.
So the goal of using these is to help figure out which Gastly are potentially good PvP candidates that should be individually scanned/appraised.
If you copy+paste these big text Search Strings into your PoGo search bar, they will filter out many of Gastly that are junk, leaving you with just your potential Rank 1-10 PvP Gengars and such.
Then you can run a screen reader like CalcyIV or PokeKeys figure out if what is left is a high ranking PvP Haunter/Gengar/Mega Gengar or if it is just a false positive that should still be trashed...the goal is to reduce the number of Gastly that you have to manually flip through and appraise on Community Days!

It's an overlay, and doesn't require signing in or what not. Just takes a screenshot and determines the IV. Has move ratings, appraisal narrowing, as well as power up cost, etc. Been using it for months with no problems. Since it doesn't tamper with the core app or tap into Niantic servers since it's just taking a screenshot on your device (like Pokie Genie on iOS, except this app is much faster due to the flexibility of Android allowing overlays to be active while running other applications, so the whole process is done with clicking a button instead of manually screenshotting and exiting the app) it's safe to use and there is no permissions that would trigger a false ban or anything since as I said before, it doesn't require logging in.
The dot on the arc above the pokemon shows the level but isn't very easy to read as a human because it doesn't have any sort of markings and it isn't a linear scale.
Thankfully IV apps can check the level of your pokemon for you.
On android CalcyIV is your best bet.
On iOS PokeGenie is your best bet.
Just don't use any IV apps that ask you to sign in (via google or PTC) they can get you banned.
Calcy IV. It's similar to how Poke Genie works but it can directly look at what's on the screen (something iOS can't do) removing the need for taking a screenshot.
Don't even risk it, because Calcy IV works without you signing into anything.
Calcy IV has a feature to extract your pokemon data into a CSV file (basically a table). And this without any API access.
However, you would need to let the app scan every monster you wanna have in the sheet, so approximaterly 1 second per monster - no idea how many you have ;) . But i think there is no faster way without risk of a ban.
Each pokemon species has three base statistics, attack/defense/stamina, from which things like CP and HP and actual damage per attack are derived. On top of these base statistics, each individual pokemon has "individual values" (or IVs) for each stat, which get added to the base stat. IVs can each range from 0-15, completely independently from each other.
For example, for Vaporeon, the base stats are 205/177/260, so Vaporeons can range from 205/177/260 (the worst) to 220/192/275 (the best), and any possible combination anywhere in between.
Under non-boosted circumstances, each IV triple is equally likely - it is just as likely you'll catch a 15/15/15 as it is 0/0/0 or 8/4/10 ... but most people don't think 8/4/10 is special... However, when it is rainy outside, wild-caught Vaporeon will have IVs ranging from 4-15. Pokemon hatched from eggs will have IVs in the 10-15 range... and there are other boosts as well.
As for how to see the IVs, you have to use a separate app to analyze them. Niantic bans apps that directly interact with the main PoGo app or contact their servers; this leaves apps that can analyze screenshots. On Android the most popular seems to be Calcy IV, and on iOS I recommend Poke Genie.
Android gives you other possibilites (direct output in Game, no need to save the taken screenshots) to write such an app, so look out for Calcy.

If you have a dratini and want to know what CP it'll be when you evolve it Calcy IV or /r/GoIV for android will do that for you. Or you can manually use Gamepress CP calc
Instead of using those silly circle numbers because they're a pain to type and ugly AF you can use hexadecimal instead. :)
PS: IV calcs such as Calcy IV and /r/GoIV have the option to automatically copy IV, moveset and ranking to the clipboard so you can just paste it in :)

If you don't have one, get an Android device. Seriously, apps like Calcy IV are Much faster than the in-game appraisal (but if you need to narrow down range of possibilities for a 'mon that might be good, it can live scan that too!)

Calcy IV works for me no problem. It doesn't have an overlay when you have to manually select appraisal information, it makes you switch out Pokemon Go into another screen to do this. It's a small but bearable hassle for me when I'm listening to podcasts or music because they pause whatever is playing upon switching back into Pokemon Go.
GoIV has an overlay for all manual inputs and the features work great, if you can get it and Pokemon Go to load.
Both [/r/GoIV](/r/GoIV) (after the last update) and Calcy IV use the correct arc formula and the right CpM Values. GoIV has some additional functions (levelupcosts, refinement), while Calcy drains less battery.

Behind the scenes they operate in a very similar way to bots. Hence why they get you banned.

Each Pokemon has three stats: Attack, Defense, and HP. They run from 0 to 15, with 0/0/0 obviously being 0% and 15/15/15 being 100%. You can Appraise each Pokemon in the individual Pokemon's page and your team leader will give you some hints about how good it is like this, but you'll want to download an app like Calcy IV to get more specific.

It's a pretty awesome app. Allows your screen to be scanned to appraise pokemon, when it isn't sure it can read your screen when you are using the appraise function to fill in missing information (long hold the icon for the option; the last one) and it allows you to set up renaming through building blocks so that when it scans your pokemon it can copy a prebuilt name to your clip board (ie. Charmander80).
It also allows your to scan gym screens to show which pokemons from your scan history deal the most damage, which are best to fight enemy gyms and in friendly gyms, which pokemon are best to prestige the gym.
Try Calcy IV. Automatically gives IV, Move-Set-Value (distinguished for attackers and defenders), and Power-Up cost, and as GoIV its completely safe to use without login or anything. [edit] oh and what I nearly forget; what the OP actually asked for: Max CP ;)
I know someone else will provide a better answer but I'll try to help now. I think 6000 Dust can be any where from 31 to 32.5. Other than that, you could try an app to scan, personally I like Calcy IV?
There have been some apps that ask for your login info and then communicate directly with Niantic's servers - these can get you banned, as using anything other than the official app to communicate with Niantic's servers is very much against the ToS.
But the most popular IV checkers these days (CalcyIV on Android, PokeGenie on iOS) merely look at screenshots^(1) you take of the game screen, and whether or not Niantic frowns on that (which is debatable), there's no way they can detect it - they might be able to detect you took a screenshot, they can't tell what you did with that screenshot afterwards. And, of course, outright banning all screenshots of the game would make a mess of the game's online fanbase ("I caught a shiny whatever, but of course I can't show you a screenshot of it").
1: (CalcyIV can effectively take its own screenshot in realtime, looking at the data currently on the screen, which makes it really fast. This isn't possible on iOS, so we take screenshots of Pokemon then switch to the PokeGenie app to have it evaluate them. In both cases, the technology is basically the same - they use Optical Character Recognition to read the CP, HP, stardust/candy-powerup-costs, etc. off the screen image, then carefully measure the level arc over the Pokemon, then do math to figure out the IVs.)

They only "shadowbanned" people that used their credentials to log into into other unnoficial Pokemon Go apps that would pull the IV by pinging the official server but these days we have apps that pull such information just from information as Level ARC, CP and HP and that calculated with trainers level (arc gets bigger as you level up) we get IV.
One of the app like that is Calcy IV. You'll get a floating button and whenever your in the screen of the pokemon you press the button and you get your IV by grabbing such info from your screen as screenshot.

I use this app. It uses the screen mirror feature (like miracast) and analyze the IVs and even attacks.
But I don't if it's safe. However you don't need to add an account too.
You can use this website. Fill in the required fields. To find out which box you need to check for Att, Def, HP you need to appraise your pokemon in the PoGo app. Whatever your team leader says is the high stat, check that box. You can check One or more boxes. It will create a list of possible IVs your pokemon is. The more info you can put into the website, the more accurate it will be.
Or you can download Calcy IV if you have an android. It's an overlay app that will read your pokemon's stats and spit out an exact or range of its possible IV.
Both work, I've used both. I prefer Calcy cause I don't have to manually type in stuff, but it does make my phone run hot/slow because I run both PoGo and Calcy at the same time.
Most of them come from Calcy IV, the double digit numbers are It's (that symbol in front means its the average of all possibilities) I also have some names with the types of the moves and a ranking to help me choose prestigers

Sure, on Android you can try Calcy with an overlay button or GoIV with permanent screencapture.
On iOS, I think the biggest thing is PokeGenie, but I have no experience there.
edit: Basically the main difference between these apps and the other ones are that they analyze the values on the screenshot, so no server access. This means you have to scan every pokemon on its own and the result often is a range (e.g. 80-84%) before refining it with appraisal (which usually narrows it down to one result). But thats way worth it to ensure that my account is safe if you ask me.
/r/GoIV - Lots of cool features but by default it will be constantly scanning your screen which drains battery a lot. My recommendation would be changing it to screenshot mode where it only scans a screenshot when you take it.

And whenver you go out and haven't gotten your replacement battery, you could try this battery-saving alternative without side-loading, which nearly does the same things.
3 stars is better than average. Download CalcyIV and it will tell you % for each pokemon. Anything 85%+ is decent to evolve, however, if you have something rare like a 100% (hundo) or close to it you might want to wait until its community day for it to also get a special move.
The way to get higher CP Gyarados is to evolve it from high CP magikarp. Highest I've seen has been in 200s, and if you use this evolution CP calculator you'll see that magicarp with cp of 200 evolves in ~3,000 CP Gyarados. To get 1800 CP you must have evolved one with around 110 CP, so simply try catching a higher CP magikarp with decent IVs.
PS magikarp caught in the wild tend to have crap IVs, so to get better ones you can 1) try to get one from research tasks, almost every month there has been a specific task that gives magikarp, look up july research task rewards for pogo, 2) wait until niantic puts them in raids again, raids have 10/10/10 IV floor, or 3) trade several magikarp with someone locally and hope iVs re-roll or a lucky trade (lucky trades have 12/12/12 IV floor so even better than raids).
Depends on how you want to play the game. If you're after pve/raiding then evolving mon to get high CP versions initially makes sense even if they are 1 or 2-star. This gives you something to play with, and something to contribute to a raid or take on the easier rocket battles. If you're after pvp then it makes sense to pay attention to IVs much more closely as this article explains. Typically people download apps like Calcy IV and then look at % it shows when you're appraising mon, and then they try to evolve/power up mon that are in the upper 90s or that have a specific IV layout that corresponds to their goals.

I know the CalcyIV app has an overlay feature during the pokemon encounter sequence that estimates the pokemon's IV based on it's approximate level. I can't speak for how accurate it is, as I've never used the app, but it's the only thing I can think of that could maybe do what you're describing.

Those really are the two go to options. GoIV on auto mode is very useful but more battery intensive I find, but for that it does tie in great within the game UI to make it seamless. Calcy I find to stand out as being a clearly 3rd party overlay but the options within the app for day to day use are just better for my play style.
Try both and see which works for you.
I know with some low level/CP pokes there are issues with narrowing it down. I had a magikarp that was listed as some wide range (these numbers are made up) between 72 and 97% because it was CP10 and it couldn't tell. So I powered it up some, and found out it was 93. Using that pokemon.gameinfo.io site, I like the "Advanced Options" for adjusting the values after powering it up and narrowing it down.
But with what you're seeing, I'd question the accuracy of CalcyIV. I pulled up https://play.google.com/store/apps/details?id=tesmath.calcy&hl=en_US, and it looks like it was updated 5 days ago. I assume you have the most current version? I don't see any issues listed in the reviews or on /r/CalcyIV
I hope there are other Android users that can provide help or options.
I rather suggest you use an app like Calcy IV It captures the mons name with IVs/movesets to the clipboard, but you gotta paste it to your mom's name manually.

If you use GoIV I recommend changing to screenshot mode in the settings or it will just eat battery.
They are unicode-symbols (which is a bit of a hassle and needs some app / keyboard to copy from). As noticed below, you could also use hex, but I like the circled numbers, they give some quality to your name :). Thats why we included them in Calcy. That way you get the right ones automatically copied to your keyboard.
Our app can be used completely in german with pokemon names, german appraisal etc. But its "only" an IV-Calculator, so no Lucky Egg calculation or extended pokedexinformation (up to now).

Raids function in two ways. Group raids and Solo raids. For group raiding, all you need to do is locate a local raiding group, which can found on the Silph League Map and simply join in on any raids close by. Most groups are happy to see new faces and even low level trainers can contribute to a raid lobby as every little bit of damage helps. Solo raiding requires more specialized raid teams in order to take on raid bosses by yourself. Info on the best counters for the Raid bosses can be found at Pokebattler. Just note that only Tier 1, Tier 2 and some of Tier 3 can be beaten alone. Some of Tier 3, Tier 4 and definitely Tier 5 raids, you will need help to beat.
Gym battling is now even easier than the previous gym system. Pokemon Defenders have their CP decay the longer they sit in a gym. For the most part, most want their Pokemon to get kicked out of gyms as that's how you earn coins now. You earn 1 coin per 10 minutes your Pokemon sits inside of a gym but you can only earn a max of 50 coins per day, no matter how long your Pokemon sits inside of a gym and no matter how many of your Pokemon get returned to you. You can also earn gym badges and spin gyms for items similar to Pokestops. Before this post gets too long, here is a link for a full overview on the new gyms.

IVs are the base attack, HP and stamina (all out of 15) stats of your pokemon. Higher is obviously better if you intend to take on Gyms (otherwise you can just ignore them if you're purely completing the Dex as these won't affect you one bit). IVs affect the max CP of a pokemon as well, but most of the time it's marginal (i.e a 100% Dragonite has a max of 3581 CP. A 50% IV Dragonite's max CP maybe 3345 etc).
Attack and HP is self explanatory. Higher the base IV, the higher the damage output and HP pool it'll have. Stamina is how often you can attack/dodge when fighting in gyms before your Pokemon becomes sluggish or attacks slower/doesn't dodge in time. Higher this stat, the more you can move about/attack before it becomes sluggish.
Now, when someone says "My pokemon has 100% IVs", they mean it's 15, 15, 15 across the board for their base stats (ala perfect). If it's 75%, then 2 out of 3 will be max base stats (or near max) and the third stat will be much less (i.e 15, 6, 15).
People check the IVs of their pokemon using apps like CalcyIV on Android which takes a picture of your screen and tries to make an accurate estimate on the IV stats (in a percentage). This is undetectable in terms of ban risk as it does not use the API in any way. It's also not as accurate as other forms of checking.
Other apps like IVStats (also on Android) log into your Go account and give you an accurate (exact even) IV percentage, and even a breakdown of the individual stats (so it'll tell you the 3 values of the IV you want to know (Attack, HP and Stamina). The ban risk is minimal, as it isn't a bot but still uses the API, but it's still there (I use a combination of both. The latter is better for those times when you're sitting down and can spend the time renaming all your mons (with the IV percent) whereas CalcyIV is better on the move as it's much faster and easier to use quickly).
You could use a PC Program to accomplish the above (and more) such as using Blossom's Pokemon Manager which allows you to check IVs, candy amounts and can even mass transfer/evolve/rename which the other 2 apps I've put above cannot. Ban risk is the same as the above as it uses the API.
There is no "official" method of showing you IV stats out with 3rd party apps.

Malamar isn’t the best Open Great League Pokemon, but it will be making a splash in both the Psychic Cup and Willpower Cup in Season 12 of GBL. With the Inkay Research Day Event, I figured it’d be a good time to look at what Malamar’s best PvP IVs are. Turns out, Atk weighted Malamar is where it’s at.
It started with noticing the Psycho Cut Breakpoint on Medicham (flipping the 1-1) also opened up Charge Move Breakpoints on Trevenant (1-1), Galar Stunfisk (0-0), and Registeel (0-0). To add, this also gave Malamar the potential to get Charge Move Priority (CMP) against Talonflame and Victini. Checking this stat range against lower Atk Malamar made it clear that saving a higher Atk Malamar should be your first priority.
119.94 Atk is the bare minimum; however, 120.23 Atk offers greater consistency for the Talonflame and Victini CMP. Given that Victini is a 1 time Research Pokemon, players have no control over their Victini IVs. Therefore, Victini’s Atk ranges spontaneously from 117.55 to 121.55 Atk. 120.23 Atk covers 89.35% of Victini, 120.46 covers 96.76%, and 121 covers 99.54%. Why the Victini focus? The little dude is making a huge splash in the Open Great League after the Quick Attack buff and will be either the #1 or #2 threat in the Psychic Cup.
The 111.2 Def is specific to the Medicham matchup, the Ranks 3 & 4 in particular. The majority of highly competitive Medicham will be the Rank 1, 2, 3, or 4. The Ranks 3 & 4 cover 85% of the Top 20 stat product Medicham Atk weights. Having a little more Def can fortify you against a wider variety of Medicham if you’re concerned. After this Def weight, no further gains stood out, so HP or bulk product should be the focus.
136 HP is a soft minimum. In the variety of matrix sims I ran, it had significantly more wins than 135 for what it’s worth. 1 matchup in particular that stood out was the Faint Attack Bronzong 0-1 shield scenario (you spend 0 shields, they spend 1). Why FA Bronzong? Well, you’ll find out in about 5 days.

Circle color - The color of the circle shows difficulty catching, but not IVs. Each pokemon has baseline catch rate, which you can increase by using razz and throwing ultra balls, and you will see the color of the circle change. Yellow is approx 45-55% catch rate. You can kinda guess IVs from the CP pokemon has, or easier download CalcyIV app and it will give you IV estimates.
Evolutions - Well it depends. There are basically 3 types of pokemon in game: 1) pokemon great for PVE 2) pokemon great for PVP, and 3) pokemon that are pokedex fillers, they don't serve any roles besides becoming another entry in your pokedex. With "pokedex fillers" there is not reason to wait for 3/4-star to evolve - they can be evolved as soon as you have sufficient candy, and evolved in future to contribute to the "Scientist" medal. With PVE/raid pokemon you typically want everything maxed out, but especially the attack stat since raids have a timer and the more dps you can bring to the table the sooner your team will defeat the raid boss. So the strategy here is to max out dps. With pokemon that are useful for PVP the strategy is different and the ones considered to be great for GL and UL and pokemon with attack stat of about 0-3 and defense at 10+. For ML (no CP limit) you need maxed out pokemon same as for raids.
Attack stat - well it's important in that you have to watch out for it. For raids and ML 15 is preferable. For ML and UL the most common strategy is to aim for attack lower than 5 with maxed out defense.
Evolution CP - it shows in game, otherwise use the evolution calculator.
Fast attacks - yes, it's a lot of button-mashing. The PVP/PVE mechanics in this game isn't as exciting or challenging as in other games. It's a lot about memorizing movesets of different pokemon and timing your attacks, then you'll be tapping in that same circle for the fast attack to charge up your charged attack.
How to predict damage dealt - you can use this website to look up different pokemon and their vulnerabilities. Then aim to use pokemon that have both fast and charged attack of that type. So the current raid boss Heatran is super weak to Ground type attacks, meaning that you need pokemon that have both fast and charged attack of ground type to deal max damage. Under "Best Movesets" you can also click on "View All" to see the types of moves that it has, and it shows rock fire bug and steel mix, so you also want to pick pokemon that are if not resistant then at least not vulnerable to those types of movesets.
Multiples of 3-stars - for raids you want to have at least 6 pokemon with good IVs, better more in case you have to change teams, so it's worth keeping at least a dozen.
Dittos - no, the only role they play is that Niantic really wants you to catch one for a research task, and then you can place them in gyms. They change to match the pokemon that they get attacked with, while they don't provide much defense it's kind of fun. And since they are low CP the attacker will likely have to make multiple rounds to get them out of a gym.
Do's/Don'ts - Do place your pokemon in gyms to get free daily coins (if it gets knocked out). Coins are useful for expanding bag and mon space, as well as purchasing remote raid passes. Do download Poke Genie app, which allows you to scan your pokemon and then finds top raid counters. Do start hosting raids ASAP. You get a free raid pass every day by spinning a gym. If you don't use up this raid pass, it expires, so every day you don't raid is a day you miss out on opportunity to catch a nice IV mon (raids have 10/10/10 IV floor). Use Poke Genie app to invite other players to help you out with raids and you'll also get 3K xp per each new person who has joined your raid. Do add at least 50-100 friends and start exchanging gifts. Friendship is one of the major sources of XP. Can add friends from PGF subreddit. Don't knock out other people's pokemon if they have spent less than ~8.5 hours in a gym.
