For sure. That's a little trick I found using this app. It lets you use icons as a widget so you can place them anywhere. It's a bit limited but it does the trick.

It let's you place ten icons on your widget area.

There isn't much you can add to the 2nd screen with root that you can't without root. This is simply because of lack of developers.

I don't know how to change the timeouts like you're asking, but a few things I use are

Foldery in combination with Popup Widget to make shortcuts to folders that"pop up" when the icon is tapped. (make a popup widget 1x1 shortcut using the stock launcher and drag it up to the second screen, you can then set your launcher back to whatever you're using)
