I couldn't find the exact one I have installed on my phone, but I think this is pretty much the same thing.

I started using GEL since it did the two things I wanted: Good icon masking and consistent gray/white rounded icons. Really recommended if you have a minimal theme or aren't a fan of colored icons.

All of these will work for any phones that have a 16:9 widescreen aspect ratio and allow you to change the wallpapers. This includes Samsung, HTC, Motorola, LG, etc. All iPhones are also supported.
Versions:
MegaMan.EXE - Smiling version, Serious version, 3D model version, 3D model reversed version, No-MegaMan version.
ProtoMan.EXE

Roll.EXE - Emblem versions only

If you are using a phone that runs Android, here are some additional things that you can install to add to the PET feel of your phone:

To get an HP bar for your navi, use this SAO widget. I used MegaMan's mugshots from Battle Network 6 for the icon. Mugshots can be found here.
To get a Jack-in button working, use Buzz Widget The Jack-in button graphic is also available in the download link, in the Extras folder. Instructions on how to make and install it are there, too, in a text file. Credits to Ashanmaril for providing a transparent version of the Jack-In button!
To get your "Navi" to activate Google Now when you say its name, use Open Mic+. Unfortunately, it doesn't take "non-English" words now, so "Bass" would probably work, but "MegaMan" and "ProtoMan" doesn't work (but "Rock man" and "Blues" do). If you're able to hunt down an .apk of the 5.3 version of the app, then saying "MegaMan" and "ProtoMan" will work again.
To change Google Now's voice to better match your "Navi," it varies slightly depending on your phone, but generally, go to Settings>Language and Input>Text-to-speech output>Install voice data>Select your language/voice and download it. Then, exit the Settings and go to the Google app. Go to Settings>Voice>Change your default language. If it doesn't work, play around with your system's settings or Google app's settings with the default language.

Since you can't really move your apps in iOS, the No-MegaMan version would probably work the best unless you can group all your apps into about 5 folders.
