I really like Glim, although I don't think that has updated in a while. I think the creator might be more active around academic holidays.
Why stop there? I use Glim icons when I want them all the same color and still have material design. I also use Whicons with a dark background.
Hope it's not too late in the day to post here, but I really loved this app.
TL:DR - amazing Material icons for almost everything.
Im pretty sure the theme you are talking about was iOS port of Glim Icon Pack you can download the apk and port it to iOS. I think theres tutorial on internet somewhere on how to port android theme to ios. Good luck mate.
Best used with enlarged icons and no text: http://imgur.com/a/KnVkD
Here’s a gif showing off how the system theme looks like.

I am currently using Glim. It's been a while (over two months) since the last update though.
It's the Glim icon pack.
Or Glim.
EDIT Wow, quite a lot of downvotes. What don't you guys like about it?
Set-up:
I often switch between Glim/Glim Dark ($1.63), Material Things ($1.39), and Switch UI ($0.99). They all are very clear, give a good "material" feel, and make the software look as premium as the phone itself.
If you don't want to pay money: Glim Lite and Material Things Free.
I'm rocking Glim Icon Pack

Seems you can't go wrong with any of the ones mentioned.
Icon pack: Glim for the desktop, and Minimal O for the majority of the rest with some hand selected ones from other packs to keep circles everywhere.
KLWP heavily inspired from another setup that I couldn't find again (sorry!) for the music widget, slightly customized for my needs. Also there is a subtle parallax on the background image.
Icon pack is Glim and widget is Zooper Widget
