Well you mentioned GTA, so there's GTA: Chinatown Wars which has a camera that's above you looking down, so it feels sort of 2D. It's a GTA game with the GTA game open world. All the usual violence, drugs, and mature themes.
I know of some 2D fantasy open world games, but I can't think of any others a modern setting.
Reason why this is compressed so heavily is it was originally on the Nintendo DS, really good game which is now on iOS and Android

Here are three games with no in-app purchases and no ads:
Grand Theft Auto: Chinatown Wars: The GTA most suited for mobile phones, in my opinion, since it was originally made for handhelds. The mission structure is good for on-the-go gaming, you can replay missions easily, the gunplay is relatively balanced for the touch controls, the touch screen is used to good effect, and the drug dealing side quest is its own game in and of itself. The little details in-game are also nice, like cops chasing down criminals, drivers getting out of their cars when they run over someone, and ambulances rushing to aid a pedestrian you shot at; it makes the city feel alive. Size-wise, it is also lighter on storage space than the console GTA games.
Star Wars Knights of the Old Republic: I'm cheating a bit because I had to uninstall this to make some space on my internal storage. But it's the classic Star Wars RPG everyone knows and mostly loves. I prefer the second game, but it's cool having this on my phone. I can also apply mods from the PC version to the mobile game, as well as transfer saves back and forth, so it's nice when I'm not near my computer.
Tien Len: Vietnamese Thirteen card game. This was the best aesthetically-looking offline Tien Len game with no ads that I could find on Google Play. No bluetooth or online multiplayer, however. So if you don't have a physical deck of cards with you, you'll have to make due with the CPU. At least you can change the difficulty to match your skill level.
