It's an app where you put your finger over your phone camera with the flashlight turned on and it tells you your heart rate. It monitors the camera for slight changes in colour every time your heart beats. It works essentially the same way a lot of fitness trackers do

Yeah, I've never been able to justify a smartwatch. The kid in me wants the James Bond gadget... but I don't really have a real use for one lol.
I don't know of any apps that allow you to use the heart rate sensor, but this app https://play.google.com/store/apps/details?id=com.repsi.heartrate uses the camera and flash to do the same thing. It allows you to set arbitrarily long measurement times and would let you see a live readout.
From a cursory look through the play store I didn't see any apps that used the Note 8 fingerprint sensor specifically. It seems like the developers want something that will be compatible with all phones.
For ~$15 I was able to get a pulse oximeter off of aliexpress that would do the same thing. It would also have the benefit of being potentially useful if you are infected with coronavirus.
Phones with rear cameras can do this, you put your finger over the lens and the camera's LED is used to light up your finger. The brightness of the reflection varies as your pulse drives blood into the finger, and counting those pulses gives the heartrate:

Since it requires active user participation to measure it might not be useful for general surveillance.

You can use this app to check your heart rate. I have checked this with a real BPM checker and it's damn accurate (maybe a couple of beats here and there are wrong but otherwise perfect).

In case anyone is curious, there are some good heart rate apps for Android.
It's really simple to use and pretty accurate. You put your finger over the back camera and it uses the flash to illuminate your finger while scanning the pulse with the camera. Because of that, it may not work with all phones depending on the camera/flash. This app was really useful when a family member was having some health issues recently.

The Galaxy S5 klte + variants running LineageOS 16.0 does not support being a 5GHz hotspot but works fine @ 2.4GHz.
As a client you can connect your S5 to a 5GHz WiFi network.
There is a way here on XDA to enable the S5 heart rate sensor which I tried when I was running LineageOS 16.0 unofficial but after comparing the results with a simple app using the camera instead like Heart Rate Monitor which gave exactly the same results I did not bother with it after a clean install of LineageOS 16.0 official.
