Well, did you have the right content ratings set ? (Explicit violence, USK 18) If no, that could cause the problem.

In general there is not much you can do. Check our ratings and maybe try to re-submit. Or wait for an answer, which could take days / weeks. Google sucks at support.

I actually don't know if it is allowed to post android deals here but if it is then you can find the direct link here. And OP no need of PGAF app, it is directly available via google play store, Square Enix, the developer of the game is giving away the game for free for 7 days. And for people who want to add it to their google play library but don't want to install it right now then press the 'install' button and cancel it just after downloading 1% of game data, it will stay in your library forever.
Can it be less than $1.00? I got Hitman Sniper when it was on sale for like $0.50 and it's great.

Wasn't it supposed to be Free 2 Play though? I'm pretty sure that's what they used to say before yesterday when they revealed it's a premium title. I'm honestly quite suprised about that change of mind.

It’s sort of a blend of Where’s Waldo books and a gallery sniper game, in that you need to search for your target, take shots, and try not to raise suspicion.
PROS
- Fluid sniping controls.
- Detailed visuals.
- Rifle customization.
- Encourages smart play.
- Fair amount of progression without buying any IAPs.
CONS
- Repetitive missions and environments.
- Limited concept can’t sustain a whole game.
- The game’s leaderboards feel like it’s just who’s played the most, rather than just the best, as someone with a better rifle can get a higher score than someone with an earlier one just with a smaller points bonus.
Also has a zombie mode: Try to protect a single survivor from waves of zombies.
