There's this app called "Jodel" you might wanna try - it's primarily aimed at students so you might have an easier time finding someone on there.
And don't fall for the trap of going to Loco...unless you really wanna go in what is, probably the worst student dive bar in the city :)
There is an app called Jodel that lets you share pictures/text anonymously with all the people near you, in which you can add text to images like in OPs image.
Isn't this basically Google's own version of Jodel?
It seems they want it to be "news updates by the people" but I don't see how they can stop it from turning in to "people post jokes and random shit".
If you're still in Berlin download the app Jodel https://play.google.com/store/apps/details?id=com.tellm.android.app&hl=de (also available for iPhone) its localized so you'll only see posts from Berlin on there (for example I'm not in Berlin right now but another city, so I only see posts from the city where I am at right now)
it is at the moment very popular with students and young people, post your story on there with how to connect you (I think only anonymously i.e. eMail, KIK, Reddit, because if you give out a phone number thats a bannable offence) anyways, it might spread further than if you only post it here on reddit.
(I'm not in Berlin atm else I would do it for you obviously, if you aren't on there anymore I'm sure someone from r/Berlin might be willing to do it or is already doing it)
Could be extremely interesting, but I wouldn't market it as an ARG but rather a social media platform. There's Jodel and which works similarly-ish. Unfortunately the crux is really the user base and I have no clue how you'd market such a thing.

Well, there is Jodel but depending on your location, it might not be that useful (As you mentioned, adoption is important, similar to all chat and messaging apps)
I havent been around for the glorious days of yikyak everyone seems to be talking about (probably mainly because Im not even from the US), but we have this app called Jodel here in Germany which I think is about the same.
Is there a bigger app that tried to fill the gap yikyak left?
Check doch mal die App "Jodel" aus. Anonym in nem kleinen umkreis schreiben. Ich leb in einer recht kleinen Stadt (40k~ Einwohner) aber ziemlich vielen Studenten. Da kann man auch mal schreiben, ob jemand bock hat in XYZ zu kommen weil man selbst gerade dort ist und z. B. bisschen entspannt, feiert, einfach was trinkt. Die Unterhaltung kommt dann schon von alleine.
