Not to revive a dead post but I found apps that are "brightness dimmers" such as https://play.google.com/store/apps/details?id=nu.lower.brightness&hl=en_US&gl=US. Have fixed this issue. I had the same issue and realized that when I would attempt to screenshot the action of the screening dimming seemed to correct it. I use the following app and enable it and set it to 99% and it no longer appears. I just have the app run idle in the background and everything seems fixed.

It only darkens apps and not system things like the drop down menu though. If you search I bet you could find one that does.
I use Lower Brightness on my tablet for e-book night-reading.
It's ad-ware, so you may find a better app if you look around. I can say that it works just fine, however.
