Fallout 1 and 2 can be emulated on Android if you have the original PC files (and if you don't, you can buy them for next to nothing on GOG).
It used to be that the best emulator for the Fallout games was a tool called Exagear, but it looks like that thing is gone forever.
However a quick google search tells me something like Magic DosBox should do the job.
dLarn_Free is probably best anyway, but I wanted to throw this out there as well: the old DOS version of Larn 12.3 can be downloaded from here and played using one of the many variants of DosBox (I recommend Magic DosBox). This is how I play ADOM on mobile as well...

Download a DosBox variant (via the Play Store). MagicBox is great. There is also a free version but it misses some features.
Then copy the DOS files onto your phone, link them in MagicBox and have fun. You can also download ScummVM via the Store and play the old Lucasarts adventures (Indy, Maniac Mansion, The Dig etc.) if you have the original files.
It's playable on mobile as well using dosbox emulators out there, I recommend magic dosbox. It's hard to click on small things, good thing there is a zoom option on magicdosbox.

It allows for custom widget overlays so you can adapt the controls of almost any game to be fully playable on touchscreen.
Game installs like Dos game, works nice with Soundblaster emulation and you can add some hqx filters (in the MDB app ) to improve image quality.

Elder Scrolls Arena, Daggerfall, Battlespire and Redguard are playable with Dosbox, Morrowind with Open MicroWave, Travels Stormhold&Dawnstar with J2me Loaderand Travels Oblivion with PPSSPP. ES Legends (ccg one) and Blades (shitty,boring f2p one) are available natively.
Naroth, 7 Mages, Moonshades, The Quest and its countless expansion packs are similar to old Elder Scrolls'.
9th Dawn 1 and 2 are basically 2d Skyrims for mobile if you've modest amount of expactations.
Aralon Sword and Shadow, Aralon Forge and Flame and Ravensword Shadowlands are too bland 3d open world RPGs.
If you're looking for cool gameworlds to be immersed in and explore at your own pace and okay with less combat try Nimian Legends Brightridge, Terraria, Minecraft, Portal Knights, Junk Jack, Morphite or Crashlands. Oddworld Strangers Wrath and Bard's Tale have open worlds too afaik.
But if you're looking for rp the most, check crpg and jrpgs ported to Android, also emulation ofc.

I recommend you read all the tutorials there. Once you get comfortable with the app there are no limits for what it can do.
They are not random actually. Each control layout was designed for 1 specific game afaik.
While I love exagear and how fast it is, the way it handles controls ( or directly, does not have onscreen inputs like Exagear Windows ) makes it unusable or me, aside the waird subscription model and the lack of suppport, that are a big problem too.
For my dos/windows needs I use Magic Dosbox. Granted, it's a DosBox fork and you will need to tinker from a bit to a lot to get games running. BUT I got 100+ old games running, even Windows 3.11/95/98 and some games for them too ( Aoe2, Starcraft, Dialbo 2, Fallout 2 ).
The Magic of Magic Dosbox is that it lets you create onscreen controls, per game. There are quite some shared on the official forum and some are very good ( and 100% customizable ). Just to mention, there is one that allows you to control Duke 3D like a modern fps ( think of Modern Combat for example ) and another of Daggerfall that allows you to very close to Skyrim controls like but on touchscreen ( simmilar to OpenMW ).
I cant begin to tell how much I love Magic Dosbox.

From what I've seen on r/emulationonandroid, people seem to prefer Magic DosBox, but yeah these are the two dosbox ports on Android

If you're comfortable with MS-DOS and want to play some PC roguelikes, Magic Dosbox can run a lot of the MS-DOS roguelike binaries and supports remapping keys to 'virtual buttons' (though a bluetooth keyboard would probably be better). I have ADOM installed and working on my nVidia Shield, for example. There's also an MS-DOS version of Linley's Dungeon Crawl (the predecessor of DCSS) on the old site.
Edit: Oh, and if you're ok with using game console emulators, you can get Dragon Crystal, Fatal Labyrinth, Azure Dreams, and many Mystery Dungeon games (though I won't tell you where to get the roms since it's illegal to download them)...
