I do not think so. to manage languages and country I use morelocal2
https://play.google.com/store/apps/details?id=jp.co.c_lis.ccl.morelocale&hl=en
and I avoid always turning off the device
Ask the ROM developer to cook in Finnish language support, this isn't normal. Some developers choose to deliver incomplete language support because it saves space.
You can also try an app which claims to install additional locales like this one, but I have no experience with this.
In the past there was an app "MoreLocale2" or something like that, just for this matter on my case (missing Hebrew). See if it still works . Maybe there are more apps like this .
I think this is what I used:

You will need either a rooted device, or grant a special permission via adb.
Back in the day, this app enabled more languages options to my old Canadian Galaxy S3. Maybe you can change date format by informing another country.

You can download this app which changes the system language to anything you like! My HTC One M9 doesn't have Japanese built into the phone but once I downloaded this, literally everything is Japanese and there's so many other languages. https://play.google.com/store/apps/details?id=jp.co.c_lis.ccl.morelocale
Here's what happens to me.
I live in Japan and use Japanese Amazon for coins.
You need to be logged in to the country your coins are in's Amazon App Store (btw not underground).
I have US,UK,JP Amazon Accounts. The way you log into that country's store is set the device region to it in system language settings. Then open the Amazon App and log in with that region's details. Then when you open Hearthstone (has to be installed via Amazon app site, not Google play) and you go to purchase whatever, there will be an option to use Amazon coins, although it won't be obvious until the in-app purchases dialog pops up.
Now you can change your locale to be in Germany but still use English using the app More Locale 2, this doen't require root.
I found this app called 'MoreLocale 2' it somehow manages to change the phone language to any you want :)

I had the same problem as my old M7 had loads of language options and my M9 now only has a few. Now my M9 is in Japanese :)
Ah yeah, my old US phone was the same way. Apparently you can download a third party app to do this, such as: https://play.google.com/store/apps/details?id=jp.co.c_lis.ccl.morelocale&feature=search_result but I haven't tried that myself
I guess you can use MoreLocale 2 to add the other English options:

Try morelocale 2
