You hook it up with your Twitter account and let the app do the work for you. You specify that when x number of the people you follow shares a story, you get an alert.
I don't even have the Twitter app installed. I just have a shortcut to the mobile site on my home screen.
Nuzzel might require you to do a bit of work in terms of following the right people on Twitter. What I do is follow journalists, not news websites. The reason is that journalists will share stories that appears on their (and other) news websites. If enough of them share a story, you get an alert in Nuzzel.
I follow local journalists. That way I get top local news, but also get alerts of top international stories. How do I find journalists to follow? Easy. Start by looking at the news website's Twitter account. They will often retweet stories of their own journalists. Start following these journalists and soon you will see that Twitter starts recommending other journalists to you. At this stage, you can start being picky about which journalists you follow. Look at their accounts before you follow them and only follow those that share a lot of links - improving the likelihood that you will get alerts via Nuzzel.

Maybe Nuzzel suits your needs. It's been a while since I used it, but I think it has some of the functionality like curating social media timelines
