Sounds like the way to get it to work is to have the most up to date version of it, yes. I happened to already have the most up to date version of it before applying the 9.0.0 upgrade and haven't had any issue with it and it seems to be resolving for others after sideloading the latest version, so it sounds like since the upgrade there may be an issue with it's updates funneling down through the Play Store properly (Disney+ app is also cited as currently having this issue, as are a few others I can't recall at the moment). The only way to install these few apps if they aren't installed, or upgrade them to a newer version if they are installed already, is then to sideload the APK.
If your concern is more specifically about getting the app APK from a separate site though, you don't have to do it that way, it's just easier. You can also use APK Downloader (in this case the Chrome extension version of it on PC, since the Android TV app won't do you much good on the Shield if you can't see the most up to date version of Nvidia Games in the play store on it anyway) and pull the APK directly from the Android TV play store in your browser and then push that to the Shield, if that makes you more comfortable: https://play.google.com/store/apps/details?id=com.nvidia.tegrazone3
Can you check for me if you can use NVIDIA SHIELD Hub or if it's incompatible... I don't have a Pixel C to be able to try it with and I'd prefer to avoid third-party solutions like moonlight if I can. It's a Tegra based chip, so I'm hoping it's compatible.
You can download versions of the Nvidia hub on google play store for the android shield TV. You can still be rooted and get the leanback the Nvidia interface, you don't have to go for the android stock ROM.

Your question is pretty broad and has a lot of potential answers.
If you are asking specifically about Undertale and Fez using native Android versions then no. Neither of these games have Android versions because the developers haven't created them. Undertale may end up on Android if the developer decides to port it but that is something only they know at the moment. Fez is almost certainly never coming to Android because it is old enough that it probably would have happened by now. Also the developer, Phil Fish, pretty much quit game development because of a load of convoluted shit I'm not going into.
If you are asking if you can play PC games in general on Android, then the answer is: largely no except for some niche circumstances. These circumstances are as follows :
You can stream a library of some recent games via Geforce Now, a game streaming service for Nvidia Shield devices. Think of this like a Netflix for games. You will be restricted to what games are available in their library and you will need to be using a Nvidia android device like the Shield tablet or Shield console. This is a subscription service only available in certain regions. The current selection is small but includes some high profile stuff like The Witcher 3.
You can buy a small number of PC ports from Nvidia's Shield Hub store, available on the aforementioned Shield devices. These are native Android versions of some classic PC games like Half-life 2 or Portal. There are a few indie titles in this range too, like Trine 2 and Contrast. No Fez or Undertale but could end up there in the future, who knows. To see this selection, go here and select 'Only on Shield' from the second dropbox box from the left.
You can stream PC games to your Android device from your existing PC or Mac using Nvidia GameStream or Steam In-Home Streaming. This is the best candidate for playing Fez or Undertale. If you have a PC already and have Steam installed you can stream the games you own on Steam to your tablet or phone. Here is some info about Nvidia's GameStream and here is info about Steam In-Home Streaming. The Moonlight app on the Play Store will allow you to use Nvidia and Steam streaming on devices other than Nvidia brand stuff. There is also a rooted version available if you need it and check the description of the app for a lot of helpful links. You are likely going to need a controller paired to your Android device to use this properly.
You can stream PS4 games to Sony Xperia phones. This is like remote play for the PS Vita but on Android. The app is officially Xperia only but there is an unofficial, hacky version available for other devices. You will need a controller paired to your Android device to use this. Fez is on PS4 so could be streamed that way, along with many other games available on both PC and PS4. You will obviously need a PS4 to do this. I hold no responsibility whatsoever for you downloading experimental Android apps from XDA forums.
You can emulate some Windows / PC games using apps like Winulator or a version of DOSBox. You will be pretty much restricted to very old games, as emulating the hardware of a PC on Android is resource intensive. You won't be emulating much made beyond the year 2004 or so. Even then it is going to be a cumbersome experience with potential tech problems for games never designed for touch input. Probably not what you're looking for.
