If the VPN "fixes" the packet loss it's 99% a problem of your ISP, Nvidia cant do much unfortunately.
The cause might be the route your ISP uses to get to GFN servers: an overloaded appliance or the peering/transit link to the destination can cause packet loss very easily.
VPN uses a different route and doesnt pass thru the same congestion, hence no packet loss.
Another possible explanation is that EU West is overcrowded and behind the scenes you are actually connected to another server location (EU Central 2 for example), even if with 20ms of latency is very unlikely. Start a game, press CTRL+ALT+F6 and take alook at the first line in upper right corner to see the actual server.
A test you could do is use a software like WinMTR (checks both latency and pkt loss on each hop) pointing to EU West server:

Do the test twice, once with VPN turned on and the other without (let it go for at least 5 mins each time).
Compare the results and keep an eye on the "Loss %" column, it will tell you where the packets are getting lost.
Dont worry if after 5-10 hops you get a 100% loss, it's completely normal

Then it will open a menu with all nvidia apps and you will see NVIDIA Geforce Now there.

Nope , consumer RTX2070 is fast enough for 1080p/60fps + high settings. BUT you can activate dlss which should let you max out the game. Maybe you have to use rtx high instead of ultra or 1-2 settings not on extreme , because you wont see the difference anyway because of stream quality. Most games have settings that barely do anything but reduce the performance quite a lot.
I think gfn is somewhere between a 2070 and 2080 (server 2080d). It should run a bit better than your current metro exodus version (better optmized, better dlss) , most of the time gfns cpu is the problem and not the gpu.
I know Ubisoft uploads a copy of photomode screenshots taken in the recent Assassin's Creed games to their servers as seen here. I don't know for sure if they do this for their other IPs as well, but if you look around you might be able to find them somewhere. Their FAQ seems to suggest that they do, as long as you're playing in online mode. Otherwise I'm afraid your best bet will be to take a local screenshot of your photomode end result in-game, which will be subject to GFN's video compression.

I'm looking at something like this in the $250 price range for my living room setup. It can run some small/old games on its own, which is a bonus over the N Shield. But I'm mostly looking at it to run GeForce Now at 4k/60, which it does meet the spec requirements to run 4k through the windows app.
Around the house I like to play games on my chromebook too. So with a mini PC if I wanted to play an indie title that's not on Android, like Mini Motorways, I could run it on the mini PC and stream it to my chromebook with Steamlink. I see a lot more flexibility in something like this for just a bit more money.

Judging by a whois search it looks like the hops are happening between my isp and NVIDIAs end server. I did try connecting to a vpn with Wireguard (used Mullvad) and that decreased the ping down to around 30 ms. Thanks for the help!

I have used one of those $20 Logitech keyboard/trackpad combos on just about every device in my house at some point. Eats up a USB port, but works great for what I need (typing in logins and search queries and whatnot). Lasts years and years on a single set of batteries and is small enough to stash under the couch. I wouldn't want to use it to control games, but I also would never choose to play games that need a mouse and keyboard in front of a TV instead of at a desk or table.
It evidently only works on Windows. Have seen people complain about it for GFN and Stadia both. I hear the Logitech f310 works and is just $20. I also hear that it's oddly shaped, feels very cheap, sometimes has dead zone issues and drift, etc. Your mileage may vary. I recommend an official XBox pad at $50.

I stick to using a Playstation and an XBox if a game is controller-friendly and moving to a PC at a desk if it is not. I mostly reserve game streaming for scenarios where I need to use mobile devices, because that's IMHO the only case where it currently makes any sense. Android, and especially Android TV, have really terrible Bluetooth controller support. I suspect that you're going to be disappointed with the results, even if you get yours connected. If you absolutely have to stream games to your TV, I'd be looking for ways to bypass the Bluetooth: a disgustingly overpriced Shield + Shield controller, a wired USB pad, a Stadia controller, a 360 pad with dongle (if this still even works in Android TV, it might be best), etc.

Android has kind of crappy Bluetooth support. But also, USB3 is known to interfere with Bluetooth signals. It wouldn't shock me if something about the charging process or cable is exacerbating your lag. Can you replicate the lag when playing over Bluetooth while the phone is not charging?
Either way, you could try something like this between your phone and charger. I don't think the HDMI output would work w/ Pixel3, but the rest should be fine and allow you to use a wired gamepad or whatever while charging.
No prob, if you want to switch it on and off add this since there is no power button, once it's plugged in it's on, the Blue Yeti i have doesn't have a power button either so it seems common now.

If you're using a shield pro's USB ports - they're 3.0 and sometimes cause issues with accessories like a mouse or keyboard. I ended up getting a USB 2.0 4 port hub and it fixed the issues I was having (similar to yours).

I had a great experience with Mullvad vpn, and manually selecting an m247 hosted server. I could not tell the difference with it on or off while playing via GFN. It was just a test however over the course of a couple of hours just to see how it performed.
Try this first as this is the easiest option but results may vary depending on how much noise you get.
If coax is available, you can also try purchasing MoCA adaptors. I've used these before with good success.

The 8Bit Pro Duo 2 because it works with literally every device imaginable, has programmable buttons, and profiles where you can jump to different bluetooth connects with the slide of a switch and not having to go through repairing every time. Also, it has USB-C and a 20+ hour battery run time. Nothing comes close to it in my opinion.

Hi, I finally worked out, thanks to the help of other Redditors, that it was due to MOS. MOS is a great mouse utility that I thoroughly recommend that gives smooth scrolling for Chrome etc while using Logitech mouses on Mac.
However it disrupts scrolling on GeForce Now. Solution is easy: Open MOS settings, and add GeForce Now to the exemption list, so that MOS turns itself off while GFN is running. All should be fine now.
(PS you may need to uninstall Logi Options [which is shit anyway. Install it, set mouse button options, then uninstall it with great prejudice] or any other third party mouse tweaking utilities. )
This is why I've switched over to Shadow.tech now. Fair bit pricier (considering I'm founders) but performance seems way better. Another downside is you have to install all the games yourself, but at least you can mod.

One other solution for folks like me without gaming setups is playing on my Mac and using moonlight to stream to Apple TV. Hypothetically Stadia could do 4K 60fps, and GeForce 1440p. Maybe worth a try if native apps continue to be poor.
There is an easy trick thanks to a wonderful open source program.
Simply enable developer mode on your TV (you get there the exact same way as any other android device, google is your friend).
Then use scrcpy with tcp/ip: https://github.com/Genymobile/scrcpy
You will be able to control your TV from your PC with your mouse and keyboard.
Another very nice feature of that wonderful prog is that to install .apk on your Android system (your TV in this case) you simply have to drag&drop the .apk on the scrcpy window.
You can still use a wireless Xbox controller the Chromebook will work for it as well via Bluetooth or wired. Any new one will work. The older ones don't have Bluetooth but if your buying new it's fine. Try eBay as well if you want used just make sure it has Bluetooth. The first gen Xbox one controller didn't have it basically in 2013.

I usually wire in using a usb cable get rid of that tiny input lag on bluetooth.
USB cables are cheap so you can get a long one to reach the shield and still keep it neat looking in the room.
Once you plug in, it will swap over to sending the commands over the usb cable instead, plus it will keep the controller charged as well

I'm assuming this is the one you mean? If so, I'm not sure how to install the XAPK file. I read somewhere that this is just a zip for other files, so I changed the file extension to .zip, unpacked it, and installed the chrome apk that was inside. Unfortunately on this one I'm still getting the same 0xC0F2220E error. I tried it on both Quest 1 & Quest 2 with the same results.
So I'm kinda hoping that the reason might be the incorrect way of installing Chrome, and that there is some other magic way to install the XPAK file that will make everything better :D

What is your ethernet speed in mbps? Use Fast.com as its the most reliable speed tester. Are you running anything in the background, like a browser, steam, a streaming service, download? How many people are using your wifi when you are using the service, because that will affect it.

- Run internet speed test via speediest.net or speedof.me on both 4G and Hotspot then compare.

I got you bro, If you have a monthly data cap I recommend sticking with your 1080p display and if you don't have a cap I recommend getting a 1440p 144hz display IPS, you can set the display to 120hz, and if you eventually build a PC you got a nice modern monitor anyway plus even next-generation mid-tier GPU's will be able to handle 1440p 144hz pretty decently if not easily.
I got you, bro, If you have a monthly data cap I recommend sticking with your 1080p display and if you don't have a cap I recommend getting a 1440p 144hz display IPS if you can and set the display to 120hz, this if you eventually build a PC you got a nice monitor anyway plus even next-generation mid-tier GPU's will be able to handle 1440p 144hz pretty decently if not easily.
Some recommendations Acer has a really nice IPS 27" 1440p 144hz display priced really well and LG has a nice non-nano IPS display which is cheaper than the Nano IPS variant.

Based on what you name it, you can use the Alexa app on your phone when you're away to start it up.
When you say PC I assume you’re using a windows rig. Windows = Microsoft = Xbox, therefore virtually all gamepads will be called Xbox controllers in Windows. That’s okay and the PlayStation controllers work fine if you use an app like:http://ds4windows.com/ This allows you to configure you’re PS controller but GFN will always see it as an Xbox controller. Just the way it is.
Ok. What I did is download the latest version. it’s 02/02/20 version. here’s the link. that’s the one I’m using. So uninstall the one you have and use apps2fire to install this one. It should work. It shouldn’t ask you to update if you are using the latest version.

Those would be some very data-heavy products. While GeForce NOW only needs to care about save files, many of which are hosted in cloud service already, there's no way they'll let you upload hundreds of gigs, if not terabytes, of video data. The closest thing I can think of would be something like Shadow Tech (https://shadow.tech), but they have limited configuration options and what they do have is outdated.
There are services like Shadow Tech that allow you rent a high end computer and install whatever you want. However, they have had some trouble getting enough capacity to meet the demand. You can't sign up and get a machine at this point.
Personally I think the publishers are being short-sighted on this. I really don't understand why they would want a smaller market for their game. Allowing game streaming opens a whole new market of people for them to sell their games to.

Unfortunately CityFibre are not in my area, (BH22). The issues I am having doesn't appear to be directly with my ISP (SSE Broadband who use Vodafone) but rather with Zayo.com who are the ones who do the peering for GFN, most IPSs in the UK are routed through there. I'm. currently setting up a VPN to bypass potentially, I'll let you know how it goes
I'm on virgins 500mb plan does the job but BT will be solid but that being said ISP's here should not be throttling you they are not allowed to do that anymore.
EE, TalkTalk, PlusNet, Sky etc etc are all BT Wholesale btw so if you having issue's it could be something else best thing to do is talk to your ISP and get them to run a line check.
fast.com is the best speedtest too.

What most likely happens is that GeforceNow is taking too much of your wifi signal causing it to crash somehow. This could be because there are many devices connected to the wifi. You can try turning off other devices connected to the network.
If you do not use wifi at all and you're connected, then it would be better to call the ISP. One last try you can do before this is to restart your router. Make sure to do a check at fast.com to check if you have fast enough internet aswell.
It's a possibility. Have heard that is why Netflix created Fast.com. Same thing happens with hotel wifi where traffic to speed test sites are prioritize to make it looks like you are getting fast speeds.
It's possible your ISP is throttling you. Have you tried fast.com? That is going to Netflix's servers so harder for your ISP to isolate and make it look like you're getting high speeds.

- Wait until the game load and disconnect from VPN to play on your normal network

You're possibly overlooking an important detail about the availability of the GOG versions of the Witcher and Cyberpunk games on GFN, and why GOG versions of other games aren't available. And that's CDPR. GOG.com did not decide to make their versions of those games playable on GFN, CDPR did.
Just played for a bit using the GOG.COM account. Everything went pretty smoothly after a couple hiccups before getting to login.

I am playing the GoG version of the game. I thought there is no need/option to enable HDR on the shield tv, but on the tv setting itself.

Here is the simple answer, is the display you intend to primarily play on large enough to need 4K resolution to look good. If the answer is yes then get the Stadia version (you can find my link below for and extra month of "Pro" tier free giving you 2 months @ no cost). If not, then Cyberpunk 2077 will most certainly look and run better on GeForce Now @ 1080p. Anybody denying that is just plain ignorant.
