I actually used to do this with my phone and tablet... You run the app and choose if it is the host or controller. On your Android box run as host, then with your phone connect to it as controller. Uses Bluetooth or Wifi and up to 4 players can connect...

There is an app, BT Controller , that should work for what your looking for.
However, it might not be as great as it sounds. Not having physical buttons + having your vision restricted might make it rather difficult to operate. If you could, I would recommend selling the S4 (depending on condition, you can probably get $100+ for it) and buying a better controller. Like the one recommended by Oculus

There's an app that claims to do just that. I've never tried it so I have no idea how well it works. But there are others out there if you search around.
Not that I've seen. If you have another Android phone you can use BT Controller. It's a little weird to use without being able to see or feel the buttons, but it'll give you an idea of gameplay while you look for a controller.
I think I used to use BT Controller or an app that was very similar. Didn't really work all that well as there's no tactile feedback and I had a phone strapped to my face. Buying a cheap bluetooth controller or using an USB OtG cable to use a regular controller is a better long-term plan.
Search for BT Controller on the play store the app is by Soft Igloo. It'll allow you to use your phone as a gamepad for your tablet. It takes a bit of messing around but it works fine.

I would think using something like https://play.google.com/store/apps/details?id=softigloo.btcontroller With another program that lets you map keys to on screen stuff would probably work? Maybe a little extra latency. Idk if a native solution exist
Retroarch is a good emulator, but depending how techsavy you are it might be a little hard to setup. In that case, use Lemuroid.

Only app I know that can do this is this one. Never used it, and reviews seem to be mixed. Give it try, but I would just order a cheap gamepad, you'll probably have a better experience.
If you're able to pair more than one controller to a device at the same time, I think it's possible. If you have more than one Bluetooth device, you could try and connect them to your phone and see if that works.

It's a Bluetooth controller app, so instead of buying another controller, you could ask your friends to install this on their phones, though I haven't tested this myself...

Only gripe in the review is that he couldn't get a button mapped to emulate a screen tap for some cardboard apps.
I'm looking at BT Controller and gave it a shot but couldn't get any of the mappings to give me an action trigger. Has anyone had any success with this?
I'll start by saying I really don't think this is the best use for the portable, the portable weighs way more than any other controller and wouldn't really be suitable for long bouts of TV gaming. However, in theory you could use BT Controller alongside the gamepad mapper to get the desired effect.
