Okay? is a neat little puzzle game where you try to hit all the blocks on screen in one shot of a ball. Tons of levels that get creative, great minimalist design, newly implemented level creator, and pay what you want for the game (It'll ask around the 25th level or so; $0 is an option). No ads unless you need a hint. EDIT: It's available on iOS too.
I really love the hell out of Okay?, and would love to find some other abstract, non-stressful puzzle games like it.

I would say just download some paid/free apps from the store and see how did they do it. Try to mix different styles together.

One I played a while ago and got back into recently is 'Okay?'
It's one of the most simple games but it will make you think.
It's a really minimal, chilled game. No explosions, no intense music, no invasive ads. It's challenging and soothing at the same time.

Okay? is my go to game for when I'm bored.
The only ads that show up are when you're stuck on a level and want a hint.
Here's my favorites! I found myself spending so much time with these that I sometimes forget about the other apps on my phone!
Edit: I completely forgot about Okay? It's a wonderful game where the player decides how much the game is worth.
'Okay?' - It's a simple game where you move a ball to hit all the surfaces and has recently had an update with new levels. I found this on a random day of scrolling through the Play Store. The best thing about it is that there are no ads, you decide how much to pay the devs and it doesn't need a powerful phone to play it.

There are a couple of games that are good and free - Merchant, Pixel Dungeon (+mods)... But almost none of those "puzzle" games are too legit (in the regard of data collection). There's (at least) that one dev that allows you to "pay what you want" in many of his games - and they seem pretty clutter free and didnt ask for permissions when i played them - but ofc that doesn't seem super sustainable... in general.
I get what you are coming from but that absolute/generalising statement bothered me.
