Okay so the way you do it is this purchase on the app store (there is a free version but it sucks imo) https://play.google.com/store/apps/details?id=com.natewren.piptecgreen And you need a new Android launcher (I use the paid version of the ADW launcher) After that you can simply follow the instruction on the terminal green app. (It's not difficult tbh)
Once that's done you must access your launcher and add widgets, it should be an option on nearly every launcher.
The entire setup takes about 30 minutes to an hour (or it did for me just messing around.)
A few notes, it is not great if you do not have interest in messing with things on your phone. It took me about 3 days to get a setup where the stats list worked properly and didn't reset. The clocks do not work properly, sometimes they will stop ticking over to the next minute, this is fixed by ignoring it, fixes on it's own after a bit.

Then I changed the OneUI icons to the same hex color as Terminal Green. Obviously they're a different shape, but it adds some uniformity.
Hey no problem, they are part of the Terminal Green app. A lot of the popular apps have these kind of large text icons as well as the standard icons, just have to find them and choose them, if that makes sense
I'm sure you've all seen it before but it took a while to get set up and make it look perfect, every other attempt I've seen is too cluttered for my taste or has off colors.

Piptech Green Icons and Live Wall (for the battery widget).
Pipdroid for UCCW (main theme).
Pipboy 3000 live walpaper (has adjustable scanlines to complete the look).
Edit: Probably should add that this was made in Nova with the widget overlap setting enabled.
Edit: dont be like me, hide the notification bar in nova's options menu.

All the buttons work. The STATS widget has a horizontal and vertical scroll that you can fill with links to apps and such.
I did this on my Android phone using PipTec Green Icons & Live Wall (free version), Crippled - Battery Widget and Nova Launcher. The weather widget is 1Weather. Just make the background transparent and do your best to match the text color.
I did this on my old phone. Mind you, content is still in color.

I had a widget that was just a horizontal/vertical line too. Can't find it on a cursory search.
I also used Tasker to make it so that when I turned on the screen it sounded like an old PC turning on, and vice versa for turning off the screen. Got the sounds from freesound.org
I also made it so that when I tapped the screen it would make a sound (this had a toggle).

I used the Terminal design from Nate Wren (who is terrific) for the live wallpaper and the Pip Boy head, which opens a folder with my somewhat frequent apps. The worded icons were custom made by me in PS using the Compufont from dafont.com The clock and battery widgets were made easily enough with KWGT. The banner in the dock is another image I made myself in PS, the "mH" logo is one i've been using since I first developed a love of monograms in my childhood.

My intention was to answer the question (who nobody but me asked): What if a Pip-Boy were designed like a Google Pixel 3's UI? Or, alternatively: If a RobCo is the Google of the Fallout universe, what would their Pixel 3 look like?

Its a little complicated. I've done a lot of finagling. First thing you need is Pip Tec Pro. That is where the top widget and the message/call widget are from, as well as the icons and backgrounds. Then you need Crippled battery widget. The countdown is just the final countdown app OP used. Last ones the most complicated. I built the clock/border widget using Zooper widgets.

So lets see. I use buzz launcher, but you can use nova luahcer or whatever to do this. First i found the Pip-Tec icon and widget theme. I used the widgets there to make the tabbed app lists. Then i went to the Official Pip-Boy app and took a bunch of screenshots and used those to make the widgets in Zooper widget.
Thats about it! ^it^took^me^all^day...
