Yup. Pixel Navigation Bar.
It doesn't require root.
Nova Settings > Dock > Dock Background > enable "Draw behind navigation bar."

The app name is Pixel NavBar . No root access is required as it's not really a NAV bar but a overlay kinda thing which sticks on bottom of the Stock NavBar. It has the stock animation of long pressing the home button.
