The frogs are really loud at my place too (rural Saanich). You could use "Chorus Frogs" on this app to drown out the frog chorus outside.

Everyone that likes this app should also try out Relax and Sleep. It's fantastic and only 5.2MB. Have used it nearly evey night of my daughters 2 yr old life.
If you're just looping pre-recorded audio files, this is the absolute most inefficient way to deliver this kind of white noise. It's better to synthesize these sounds and their indistinguishable from the real thing. That way you generate the audio programmatically and save shittons of space.
I'm in the same boat. Loud roommates are the worst.
Earplugs don't work for me but I personally use white noise at a reasonably high volume when my roommates are being loud, sometimes it's able to block their noise enough for me to fall asleep. There's some free apps for your phone you can get, I use Relax and Sleep personally.
What you want is brown noise - same concept, but adjusted for the human ear's differing sensitivity across the frequency spectrum. In practice, it sounds more like a rushing mass of water than a dead TV channel.
Some sites allow you to set up volume oscillation, which turns the whole thing into waves on the beach. I love it.
For android, there's an app called Relax and Sleep (no affiliation) that does everything except the volume oscillation.
You want sounds from Youtube but not use battery or data -- can't really be done. I can't stand white noise, but there's a few android apps that'll do different looped sounds, and these seem to work better for me - things like rain, or wind, or the sea. My favourite at the moment a train chugging along, with gale-force winds, rain and thunder. Loud enough to drown out my neighbours, repetititive enough I can sleep through it (unlike a TV or music), and not as jarring as white noise. The one I'm using at the moment is Relax and Sleep because it lets you mix sounds, and set it to fade out after x-minutes, but there are tons of them to try.

I have a feral male who's approximately 12 weeks now that I caught and brought inside about 4 would ago. At first, he didn't meow at night, but about a week in, ... As soon as my head hit the pillow, he starts meowing. During the day he mostly meows when hungry, but sometimes he meows before/ after using litter box and then there are some seemingly random meows. Like you, I've heard that cats meow more to humans because they recognize that we communicate verbally. I, too, wondered if he was missing his siblings & mom (they disappeared before I caught him). So, I started thinking. He was outside before, maybe the noises of the night would help. I use an app called relax and sleep. It has all kinds of noises. I made a setting just for him (Caspur). I live in the south, near woods and a lake so I went through the app looking for noises he would experience at night. I've put together cicadas, crickets, frogs, cat purring and air conditioner noise (kinda like white noise). Now, I turn it on just before I lay down, then turn the lights out. He does still meow for a minute or 2, but after that,... he is quiet all night!!! Even if he gets the zoomies during the night... his running around is the only noise that he is making other than the occasional litter box meow ( I'm not 100% sure why he meows before/during/after pooping, but I have a strange theory that it isn't just discomfort, but rather he isn't used to the potent smell lingering inside in the litter box & he doesn't cover his poop). And... I think some of the meowing is possibly boredom. Outside, Caspur could run around and get into all kinds of things. It's not quite like that inside. I've provided plenty of toys and tubes and boxes, but sometimes I think he just wants interaction. I, however, like sleep lol... so far this has worked for him.
I feel like a lot of people here would enjoy an app like this.
