Technically they haven't banned you from using plastic bags. What has been banned is stores selling/providing plastic bags for use with your purchases. It isn't even the sale of all plastic bags that has been blocked, just complimentary/nearly complimentary shopping bags. You could, for example, buy a box of plastic bags off of Amazon (900 for $30) and put a few in your pocket when you go grocery shopping. You don't even have to reuse them if you don't want to. Hell, you could buy a box of plastic bags from a grocery store, open it at the till, and fill some of the bags with your purchases. It'd be cheaper just to buy a reusable bag every time, though.
It's important to make the distinction between what you can do and what a business can do. Cities regularly restrict businesses from doing all kinds of things, from products and services that they can offer to hours that they are allowed to operate. Which makes this a really weird place to plant your flag when there are other things that the city restricts which are much more problematic from a libertarian perspective than plastic bags (complimentary or otherwise.)
Ultimately the entire thing is pretty stupid since the city is still allowing paper bags, which actually have a similar environmental impact as plastic. It's just that paper bags' environmental costs are hidden in their production and transportation: paper is significantly heavier to transport and the paper pulping process has a larger footprint than plastic production.
So $20 is fair, especially if you're worried about making it good. Generally I'd be happy if a friend just paid for the breakfast before I gave them a ride. Nice to get goodbye time.

Read the rules and bylaws. Look for rules around storing bikes in the unit or putting bikes in elevators. I know one person who got around a bylaw about bikes in elevators/command areas by getting one of these. Covered the strata's issue with bikes being "dirty".

That could be very likely as you don't see any of Dallas road and around have of the tall buildings.

I don't disagree with you (except it's not Richter scale) but the Magnitude 9 earthquake is the Cascadia subduction scenario; how an M9 quake in that scenario affects Victoria depends, as noted on page 16 of the report, how far away from Victoria it occurs.
The other two scenarios, an M7 quake on the Leech River fault, or an M7 quake in the Gulf of Georgia, would destroy large parts of the Old Town. However, in other parts of Greater Victoria, while damage would be extreme (broken glass, sewage mains down) it wouldn't be as bad as in the parts of town that I mentioned).

If they're using the Shaw supplied wireless device, well, they produce mediocre results in my experience. If you/your landlord can afford it Netgear Orbi or Google Mesh devices have been providing good results for my coworkers now that they all work from home. Absolutely stay away from any of the "micro" ones, they use a Peltier style system and they don't work for the most part.
I got one a few years ago on Amazon, shipped for free to my house, I leave it in the basement and put it on the "comfort" setting, it runs when it sees the percentage go above like 55% or something, I empty it every week or two this time of year. If I let it run full time I have to empty it at least once a day (45L tank), so fairly effective I'd say.
It does take power to run, and when it's going full time it puts out a decent amount of heat as well, and it's not super quiet either. I'd say it's around the same level as a basic air purifier, if it was running in a living room or kitchen overnight it'd be fine, you wouldn't be able to hear it from the bedroom probably.
UVic's Computer Science Department had a bunch of boxes of free CS books out in the hall near the departmental office when I was there 2 - 3 weeks back.
There are two classes of computer book -- the kind that is useful for decades, and the kind that is good for one or two years and is then completely out-of-date. If you find a copy of Knuth's "The Art of Computer Programming" from the 1980's or 1990's, that's a keeper. If you find Kernighan and Ritchie's "The C Programming Language", that's also a keeper (as everything in it should still work with a modern C compiler). Pretty much anything else, on the other hand, should be considered junk that is only good for putting in the fireplace and keeping you warm on a long winter night.
I have a shelf filled with this latter type of computer book (and another with the former type as well): Peter Norton's Guide to the PC and PS/2 (Pink Shirt), Using OS/2 2.0, books on Modula-2 and Ada83/95, etc. Too many books on dead OS's and dead languages, or which are so out-of-date as to be useful only as fuel.

I am by no means an experienced hiker at all, but this is definitely one of the better hikes I've done on the island.
This is a hike in Gowland Tod park, very close to Durrance Lake. Close to Mt. Work. Difficulty was not as bad as I thought it was going to be. It is a very pleasant hike (not just uphill) trails wind up and down, and it gives you a nice break between each climb. The only real tough part is near the beginning, but if you take your time and pace yourself, you should be good. Here's a map of the hikes in the area.

Hey there! Sorry to hear you cant go to the show, but it's sweet that you're doing this. Karma will be sweet for you. Favorite thing to do in the city? It's a tough one because I'm born and raised here, so not a lot of the touristy things still hold much sway with me, but if I had to pick one, it would probably be going Geocaching (http://www.geocaching.com/). It's a sweet game of Global hide and seek. I still (after 29 years here) find new places, and one can spend the whole day or 20 minutes doing it. It's fun and gets you outdoors. you can get a wifi extender, but 300m might be a bit far (depends what obstacles lay between you and the farm). You could try to run a combination of good quality ethernet cables (Cat6), with weatherproofing, and a POE extender, and that might just do it. Another solution (a bit more expensive, and a bit of an overkill) is to run a fibre optic cable with a converter at each end.
