I use an app called Sound Profile, a side effect I've noticed on my device is that the "hello moto" startup sound no longer plays. Maybe worth giving this a download? I'm on android pie fyi.
I avoid spammers on two fronts and they work together well.
Sound Profile app (by Corcanoe) mutes the ringtone for unknown and/or hidden numbers. The upside to this workaround is that it requires no changes to your ringtone settings.
Prepending the disconnect tone to your VM greeting makes most robo-callers abandon your number permanently.

Legit non-contact callers will ignore the SIT and leave a message.
Nope! In Marshmallow, they're tied together by default. This isn't that bad, though- there are several apps that you can use to adjust that and get back a 4 slider adjustment menu, such as Wanam Xposed if you're rooted. This app may also work for you, though I haven't tested it yet.
These are my two favorite apps:
SoundProfile - Will allow you to create custom sound profiles. It will read your calendar entries for certain keywords and change your profile accordingly. So, when I book a client for next week, I add sp:Silent to the appointment description. SoundProfile reads that entry and will change my profile for the duration of the appointment. This can also be done with locations, too.
AMdroid - Is my favorite alarm app, for the same reasons as SoundProfile. After setting it up, it will read your calendar for certain tags and set alarms. So, for that appoinment I booked for next week, I add "sp:Silent alarm2hr" and I don't have to worry about waking up, or my phone making noises at inopportune times.

You can use this app to unlink notification and ringer volumes and set whatever volume level (or mute) you want for the different sounds.

It's an app called sound profile. It separates the notification and ringer volume. It's a little janky to use, but it works. Sometimes it relinks the volumes after receiving a phone call, but a quick restart fixes it.
Another thing to note, I've stuck with version 7.26, I think they e gone to a subscription model after that. You can probably find the APK of that version somewhere
Not the perfect suggestion, but Sound Profile (PAID) partially offers these things. It supports volume profiles, widgets for toggling individual profiles, and the app's home screen shows what profile is currently active.
I use it myself, partially by using the DND symbol as a que of what profile is active.
Have you tried the app Sound Profile? It allows you to select certain contacts to get alerts from in the various profiles.

Not in regards to Bluetooth, but I use an app called Sound Profile that switches sound profiles based on location. Bixby may have something, too, along those lines.

You can make custom profiles, and I think it will allow you to control that one thing that's irking you. It also can be set to change profiles based upon location and calendar entries.
Given that I work and inconsistent schedule, I like that it will read my tagged appointments and set my phone to silent during that time, and then change it back to what it was before.

You seem to have a grasp of this, maybe you could solve this then. I want to make this work in Ringer mode. (or it could suffice with silent mode if that could be made to Ring).

I don't know whether this is reliable, but it says that it came in with Pie.
This suggests a way (WHICH I HAVE NOT TESTED) to remove both the startup animation and the audio ... but it requires rooting the phone.
A workaround is to mute media before restarting, but that's a PITA, in my opinion.
