There is an application for Android containing the same maps, it's free to use, comes with GPS tracking and a lot of useful functions (even in free version it is possible to cache some maps). I used it on a recent trip to Kyrgyzstan and it was very helpful.

Soviet Military Maps - großartige topographische Karten, für eigentlich den gesamten Globus. Aber klar, sind halt auf kyrillisch beschriftet und seit dem Ende der UdSSR nicht mehr aktualisiert worden. Wenn man doch mal etwas aktuelles braucht kann man aber in der App z.B. ins OSM-Layer wechseln. Karten, die man sich schon angeschaut hat, bleiben auch offline verfügbar, in der Pro-Version gibts auch nen Bulk-Downloader.

Hi, I hope Im not too late to give some advice.
The best starting points for hikes are Zlatnite Mostove (The Golden Bridges) and Aleko. Only on weekends there is a bus that goes to zlatnite mostove, it departs from the russian monument form 8am to 6.30pm every 40 min. It costs 1.50lv i think and looks like this. There are several trams and buses that go to russian monument thou im not really sure which ones.
You can get to aleko with the cabin lift in simeonovo. Again it works only on weekends in the summer. You can get to the lift with buses 122 and 123, or take bus 111 to IKEA and the Ring Mall and its 15 min walking to the base station of the lift from there.
As for maps, you can probably buy one from Aleko or Zlatnite mostove. This one might be of use if you know some bulgarian or can read cyrillic. This is a good GPS app for hiking in bulgaria but again its mostly in cyrillic. Here are some interactive maps as well: this and this.
The absolute best view you can get and one of my favorite short hikes is to go to Kamen Del peak. You can get to it from both Aleko and Zlatnite Mostove. The peak itself is nothing spectacular, just a pile of rocks a few hundred meters from the main path. Many people actually walk past, but if you climb up the rocks you get the most awesome view of the entire city of Sofia.
