I was able to copy it with the app Unicode Pad on google play. You need to update WhatsApp first. Go to whatsapp.com/android because it's not on the play store yet.

There is kinda a workaround for this. You can add Unicode or emojis to the front of your Pokemon's nickname, then sort by name. I use "⬛" for Pokemon I want to evolve with lucky eggs.
I use Unicode Pad for copy/pasting symbols. It's a nice app that's simple and doesn't take much space.
Edit: but yeah, a sorting system built in would be really nice.

Maybe it's app-specific, i.e. the app has to do something to enable that behavior?
Also, I'm using the Beta channel on a CBP, which still has Android Nougat (7.1), whereas I believe the Pixelbook has Android Pi? Maybe that functionality changed in Pi?
It doesn't solve the ease-of-use issue, but when I want complete access to all emojis supported by Unicode, I use the Android "Unicode Pad" app (which works quite nicely on ChromeOS)...
I wasn't able to find any "keyboard" that meets these requirements, since there are a lot of accents and punctuation marks, it would be a really complex one.
But if this helps, there are several apps that let you input any unicode character (including combining accents) and then you can copy and paste said characters into whatever you want.
Unicode pad is a great app for this, since it contains every Unicode character as of Unicode 14.0.0, it will have what you're looking for.
This app has an extremely large set of characters, but it also has a "Search" tool that lets you find the characters that you're looking for, so you should give it a try.

It has hundreds and hundreds of symbols to pick from, but a combination of PoGo and your phone model will make it somewhat hard to find symbols that are visible in-game.
I had to redo a lot of my symbols after changing from a Note4 to a Pixel.
Heads up, though, some of these do not display properly on computers and some phones. Use what works for ya!

I used to have stuff like a skull for poison, hex nut for steel, and sword for attacker, but they didn't work any more after changing phones.

Maybe you can use something that can place control character onto clipboard, and paste it as input into some generic barcode maker that doesn't normally take those? I did just try it myself with this, it did place a tab into clipboard, but the barcode maker i've got rejected it. Maybe its easier to find a dumb barcode maker that doesn't filter input, and feed it with whatever you want this way.
I don't have it in Gboard, nor do I get a ghost, but it's a real emoji: 🥲
However it's a very new emoji, so I guess it's not in the usual fonts yet.
The only app I've found that displays it is a unicode browser app (Unicode Pad).
Oh, I know they're part of the system, I just don't think they should be - yes, you do need a fallback font for the system, but fonts should be something that can be changed in userspace IMO. You can just download the latest Noto Emoji font with all the Unicode 12 emoji & read it, I just feel it's a fault in Android that I can't just download a .TTF & install it to use where I like without installing a custom launcher. Particularly as it means chrome gives me tofu, even on an Android 9, fully updated, fully secure phone if I go anywhere to see what the new emoji look like.
There's an Android app called UnicodePad that lets you do just that.

It's time-consuming and annoying, but has the huge advantage that it lets you enter any character...

In cases where I want to enter a bunch of emoji, it's often more convenient than the awful chromeos emoji keyboard...
You can use Unicode Pad if you're on Android, but if you're cool with IV checkers CalcyIV has a thing that can auto generate names like this (Android as well, not sure about iOS options).
I use Unicode characters to rename my Pokémon. Oftentimes in the following format:

I downloaded a Unicode Pad app which has all the special character available on it. Then i just copy the string of characters from the unicode app and pasted it into PoGo.

I'm using an app called Unicode pad for Android which allows me to manually search, find & favorite unicode symbols from the app, then copy & paste them into PokemonGO to create informative cool nicknames like this for my Pokemon.
I found out about this gem from this Reddit post a few months back. This isn't my naming scheme, just one I borrowed from the thread.

Alternatively, for those unfamiliar with hexadecimal notation, you can name your Pokemon the amount away from perfect. I start with the overall IVs, so 100% = 0, 98% = 1, 96% = 2, etc. After that I have each IV, so 15/15/15 though I use Unicode Pad with circled numbers so that each IV only takes up a single character space.

If you didn't see machsna's comment, ⁘ is already included in Unicode under General Punctuation at (U+2058).
If you have a font that supports ⁘ and a keyboard that can input it, like probably Unicode Pad, you should be able to type it.
