I have nothing to do with the app, just a happy user.
I shut the display off during the charging (I have no reason to look at it, and there is no reason to keep the charging display on) it then sends a notification to the phone when charged.

It has the phone battery complication that you're after, but the main feature about the phone notification of wear battery status is neat as well.

If you install WearFull you will have an option to add the battery status of your phone as a complication. I could add that option to my phone app, but I would rather keep it simple. Right now it just triggers a notification on the connected watch to install the watch face. I would like to keep all the logic in the watch face app, as communication between watch and phone can be really painful.
I'm using this (Wear Battery Full) and it's really handy. It pings an alert on your phone when the watch battery is finished charging. Install on phone and watch.
I've also been using Watch Face - Minimal & Elegant to make custom watch faces. The learning curve is a bit steep, but I ended up a watch face that displays only what I want in an easily readable format.
For that, I recommend Wear Battery Full. You install it on the phone and watch, and it lets you monitor the charging battery from your phone. To the point, it will notify you if it stops charging ("Not this time, sucker"). Not a chime but I love this app that will add a persistent notification on your phone of the watches battery level and will let you know when it's fully charged.
