I have found https://play.google.com/store/apps/details?id=no.nrk.yr. It looks better as in the screenshots in the app store, is fast and seems to be very accurate. It's free without ads. Maybe we could give it a try. Im testing it in parallel to Today Weather now and cant really decide which one to use.

Looks like no 90-minute precipitation forecast outside Norway. They claim to be supporting 10 million places worldwide but I'm not sure if the forecasts would be more accurate in Norway just because they're probably focusing on there, you might want to check different providers and compare which data is more accurate for your location. I like using something like this to compare: https://www.forecastadvisor.com/ but sadly I don't see Yr on the site for my location at least.
Update: checked out the Yr app, I really like the design. Compared the data with the stock AccuWeather, it was fairly close and only a few degrees off from eachother, but only time will tell which forecast was actually correct. Thanks for the tip!

Clearoutside has been abandoned for over 7 years (last update was 2015) so I wouldn't rely on it too much, it also doesn't use UK or Europe data, it uses US data.
If I were you I'd use Yr, it's a Norwegian service but it's been pretty accurate for me, better than most other weather apps.
Get the yr app it's ridiculously accurate, but some random rainshowers might even be detected. Other times it feels like it's on the minute.

I also also want to mention that a smart buddy of me explained that a lot of forecasts have "rain bias" meaning they predict a little more rain just to be safe. Norwegians can easily complain if your app is showing too good weather etc.
If there's a 4-6h opening between rain it should be pretty accurate and you can use the live radar to double check.

I like that with Yr.no you can see a graph with expected rainfall by the hour.
So much more useful than having a 'rain showers' icon for the whole day.
Yeah, I recently gave this app a shot and it's excellent. For widgets, I pair it up with Yr.no which is ad-free and free, provided by the Norwegian government using data from the European medium-range model, which is really good. But I use the Meteoblue app when I need something more than a general weather update.

Appy Weather has been good too - it uses the DarkSky API so it should be functional through the end of 2021.
