In the end, with the F-111 gone, further commitments to the F-35 made and with the F-22 being cut prematurely by the US, they essentially gave up, which is why their site has become largely inactive.

That's what Kelly is saying - not that it's gone or that the number of cases is starting to drop, but that the rate of increase is starting to drop. Using the tracker run by Johns Hopkins University - which seems to be the go-to for data on the number of cases - the Australian curve does look like it's starting to flatten, unlike some others (looking at you, Brazil).
That said, though, it's most definitely too early to consider relaxing the restrictions that have led to that result.

The stupid part about all this is that all those who are doing something illegal will just move to communication platforms which can't be compromised such as Signal.
