If you're 6'4" at 15 and play basketball, chances are you could stand to gain a lot of strength and size. Physical maturity will help you at a lot, as will playing basketball in general, but a solid strength training program could work wonders. Starting Strength is a popular and effective one. A strong foundation of strength will give you a HUGE advantage early on in your athletic career. I would highly recommend paying someone who knows what they're doing to teach you the lifts. It's a great investment.

anything that is not a low top is going to work better, there are few true high tops out anymore. they are usually a mid high top.

I wouldn't play with the same ball inside and outside. You'll either trash the ball playing outside, or have a hard, slick ball that really doesn't compare to any good indoor balls out there.
For indoor, I recommend The Rock (Amazon link). In my opinion it plays even better than Wilson Evolution, and it's under $50.

Jog around to warm up before you play. Stretch after you play. Stretching before literally does nothing

Jog like 4 slow laps of the court and take some jump shots before you play to get your heart rate going, you don't want to go right into sprints. That will keep you from getting tired.
After you're done playing, then you stretch.
There are lots of advanced programs you can do, and I would highly recommend you subscribe to /r/Fitness, /r/weightroom, and /r/gainit. But my two cents on it is to start tracking your calories with My Fitness Pal. It's all about the macronutrients, which for you a good goal would be around 140-150 grams of protein every day, plus hitting whatever calorie count the system tells you will keep you gaining. Go extra protein on lift days.
I've been doing at least 160 grams of protein a day, sometimes up to 180 on lift days, and gained about 10 lbs of muscle over the last year (was 6'2", 180, now 193) using this and a simple weight training routine added to my usual basketball and biking.
My weight training is squats, deadlifts, bench press, push press, pullups, dips, and bicep curls. Lift every other day. But I got that routine and the how-to's from /r/Fitness (and The Nerd Fitness Blog), so like I said, head over there.
If you want to get your elbow straight then you need to fix your elbow and that's about it lol. As a starting point, go back to the old drill of laying on the ground holding the ball, in only your shooting hand, straight out in front of your face. Work on bringing the ball up and down, like you would if you were shooting but focus on making sure your arm comes down to the floor with your elbow tight to your ribs. Once the motion starts getting comfortable, start actually shooting the ball up as straight as you can - while doing that you want to make sure the ball is going straight up and down so it's easier to catch with one hand again, but mainly because it will help you know that your release is straight. Focus on snapping that arm straight up and controlling it back down next to your ribs every rep to start developing that muscle memory. Then of course continue putting up foul shots while focusing on keeping that elbow tight to your ribs.
They make products like this for cheap that can help but if you're going to use it, don't cheat the system and start twisting your body so that your elbow can still stick out.
Shooting Aid
Once you've fixed your elbow position, you may need to adjust your release to make sure it's pointed more at the rim. It's ok now because you've figured out your shot, but once you straighten your elbow you might find that your shot tends to fade to the right
Surely, there is some wisdom in shoring up your weak spots, but comparing your weak areas to others' strong areas in life is a recipe for disappointment.
If Steph Curry had spent most of his time working on becoming a better dunker, he'd an okay dunker at best, a pretty bad NBA dunker. But he poured his energy into maximizing his shooting and handles and core strength to avoid injury.

Basically: FOCUS on your reps close to the basket, especially once you enter the gym, find your rhythm shooting around in the paint, then some free throws/hashmarks around the world, and slowly branch out from there. It's older, and I'm sure there are plenty of others to choose from, but this is one I own and I think it's great.
The ASO brace or the Zamst brace are both great at helping support the ankle.
But if I were you I would start doing ankle circles every night. 100 reps clockwise and 100 reps counter clockwise, every night before you go to sleep, on both ankles.
I’ve done this for awhile now and my left ankle, which I’ve sprained way too many times to count, is in much better shape now than it used to be.
Shooting machines like The Gun or Dr. Dish are sizable investments. I don't know what your definition of expensive is, but if you go on their sites, they ask you to call for pricing, and that's a good indicator of how expensive this stuff can get. A similar machine on Amazon was priced at 5000 dollars, and I don't know how much cheaper it can get from there.
You can get something like this for about 600 dollars. Or one of those "ball catch" attachments for a basket will only be about 50 bucks.
I think just making a friend will be so much cheaper, more effective, and in the long run, more fulfilling than any of those options, though.

I always tell people this, don't play into someone's strength. Know yourself and the enemy. You know that you smaller so be it, don't make it worse by trying to post up a person 5 inches taller than you. If you think you're are more hustle than them, key word think. Then you are an inconsistent player. Know yourself and the enemy.

I always enjoyed this books routines with barbells. The book gives a great breakdown of how to do the exercise.
You can combine that with a program like Air Elite Vertical Jump Training to start increasing your activity, and subsequently, your vertical jump height.
Sleep well, eat properly, if your body can handle it - keep running the 2 mi / day.
I've had ankle issues for a while and I've also been broke. The only real solution without paying for physical therapy and/or surgery is to get a strong ankle brace. Get a strong one that you lace up.
This is the one I use and it's very effective. You'll have to get used to the bulk of it at first but you'll adjust quickly.
Use your everyday glasses with these. They're really cheap and you can wear them everywhere. I've played pick up with these on and they never drop even with all the jumping.
Alternatively, you can try buying a glasses strap for sports.
Finally, you can try contact lenses but they only last for a month before you need to buy a new one again. Also with all the maintenance it's really a hassle.
I own a pair of Bauerfeind Genutrain knee braces and they're great for protecting your knees since they have gel padding all around your knee cap to keep it in place.
They're pricey but well worth the money.

Pick a foam roller up, use it religiously. Also stretch properly before and after activity. Strengthen your thighs, especially your vastus medialis.
