Okay, so as I see it, you have two possibilities for getting the data from the innaccessible PDF to a csv format. This is the first step.
A) Depending on how standardized the patient PDFs are, you could maybe try Nanonets to extract the data amd put it into a csv. I have never used this software before, but from a quick Google search, it looks like it might accomplish what you want. If not...
B) Create a Google Form and create a field for each piece of data you need to manually extract, then make the answers to that form populate a Google Sheet. This is a little more manual than the first option, but basically, you just have to fill out the Google Form instead of jumping around the new PDF. Will be quicker either way.
Now, once you have the data in Google Sheets (just upload the CSV to Sheets if that's what you have), you can connect that Google Sheet to Zapier and then to pdfFiller or something similar with a Zap like this: https://zapier.com/apps/google-sheets/integrations/pdffiller.
That means that whenever there’s a new row in you spreadsheet, it will fill in the data in your new PDF. So whether you use the AI tool to extract data or you fill out the Google Form, it should drastically speed you up.

Outside of support use case, I'd say most bot flows are limited to 1-10 utterances indeed (I'm talking about 1-5 utterances for intent fulfilment, whereas there can be 100s of various intents). But users can still find value there. A lot of use cases don't require such complex interactions. Bots are also valuable when used for notifications - in case of Osome, we send out notifications about key events - like company AGM or documents that need to be signed.
When developing new intents in bots, we start with fully automated "happy scenarios" (user is cooperating and acts predictably) - this usually covers more than half of interactions. The rest will initially fallback to human, but the rate of fallback goes down, as you step-by-step analyse and automate the other paths.
