Sorry, I'll try to break it down a bit. But as you're that new, vaccuforming probably isn't on the table for you, as it requires somewhat specialized tools that can be a bit expensive.
Vaccuforming is evenly heating a sheet of plastic and pulling it into a vaccum over an item in the shape you want the plastic to take, often called a buck. The end result is a thin plastic shell in the shape of what you're looking for.
Buckram is a starched fabric, usually sold in white, that holds its shape very well, and is an open enough mesh to be see-through at close distances. It is often used as eyes in fursuits and the like due to these properties. When wet, the starch loses its stiffness, and when dry it becomes stiff again, in whatever shape it dried in.
Privacy film is used to make one-way mirrors. Like this stuff. You can see out, and if it's dark enough inside the helmet, other people can't see in.
Upholstery foam is used to make cushions for furniture. It comes in several thicknesses, is light and spongy, often comes in a mint green, and is fairly flexible. Multiple panels could be cut and assembled, like with pepakura for paper, to form the basis of your head. However, it would need to be covered in fabric, as it's like a sponge and full of holes.

What you're going to need is a basic plate mask like this and a morphsuit-style mask like this
Attach the morphsuit mask to coat the plate mask, maybe using some putty to smooth out the mouth area. Then you can just put on the plate mask directly and you'll get pretty close to what's in the picture.
The others have already mentioned the light blue undersuit for the skin, which I totally agree with. The part I'm going go offer advice on is her mask. You may want to start with a cheap face shield or respirator face shield. Looking up the latter, I came across a great example of the former.
Wrap the edges of that with some kind of gasket material, stick on something that looks like the breathers, make sure you can ACTUALLY breathe in it alright, and you'll be golden.
As others have said, contract cement is your best. But more specifically, there are spray can versions of contact cement, which makes applying it to the foam a lot easier, like this
When I was a kid, I had a tent with tent poles that broke into segments to fold up, but the segments were connected by elastic, like this.
You could take a similar concept, running elastic down the inside of your spear handle, with the handle being in sections that can connect together into a complete spear, guided by the elastic.
There are toy voice changers such as this that could be broken down and worked into a mask. Otherwise, there exist voice changer/auto tune apps for your phone, such as VOLOCO, which I found to be promising after a brief search. You could potentially wire a microphone and speaker into the mask near the mouth and hook them up to such an app.

That's fluorescence; most white fabrics are treated with things that make them fluoresce under blacklight but as soon as the light is taken away, it stops glowing.

So... It looks to me like he's wearing a soft armor vest with a separate belt and shoulder strap setup holding his gear. Buying an irl soft armor vest is bonkers expensive, and usually they don't even make that style.. I think because the front zip closure just isn't very efficient, forcing the extra layer of fabric to go over the otherwise unarmored zipper. You don't (or at least I don't) see that flap in unarmored vests normally I think because it's normally a waterproofing thing in coats, but it would be weird to demand waterproofing from a vest that leaves your arms exposed. I'd then recommend going to Goodwill or other thrift stores and buying a white collar shirt, cut off the cuffs and the collar and you can attach them to any dress. Really any long sleeve black dress will work for this if you can steal the cuffs and collar from a dress shirt, or wear it under the dress but I also don't want you to die from heat stroke! I watched a girl pass out from heat stroke back when PCC was still PCC. Not fun.

Funny, I recently suggested someone else to use this red privacy one-way film to handle a similar situation for a different costume. It might be tricky to fit to the contours of the shell, but it would give you exactly what you want.
Faux fur tends to have short-to-medium pile for decent prices, which may not land quite what you want. But you know what would be almost perfect? A nice, blue shag carpet. 1.4 inch pile, already the perfect color, and just the right kind of fuzzy for an oversized toy.
You'd probably want to remove the existing rug backing to make the fabric more pliable, but I can't speak to what night meet you beneath it. But for $25 for a 4'x6', it's worth experimenting with.
If I were the one doing it, I'd probably start the build with some close-fitting clear safely glasses like these as a base. (You wouldn't need the bulk 24 pair obviously, but I just did a quick search)
After building out the shape a little, like adding the wings off of the sides, I'd try and see if using some red privacy one-way film to the lenses was possible, something like this. (Again, lots of excess material, but it's good for experimenting).
For all the non-lense areas, I'd coat in either a red-tinted foil or a red metallic paint, as the one-way mirror film usually is meant to attach to the back side of a clear shell, and can be difficult with complex curves.

If one were to go the fake route, what comes immediately to my mind is cutting off a ring from one of these plastic ring bindings for documents. And for $15 you get 100 full bindings, so a lot of material to test with.

They're little toothed clippy combs that you sew in to the hairline at the front and above the ears. When you put it on, clip them to your hair and they help distribute the weight across your scalp and hold it in place.
You'll need to take breaks by sitting with the wig extensions draped on something to take the weight off for a bit more often than with a short wig but it will keep the wig from sliding back.
I just had to do it for a Jack-O cosplay and it's pretty comfortable once they're in. Pro tip, if you have longer hair, tight tight french braids almost like corn rows at the points where the wig clips will clip helps distribute the weight across the whole scalp and hold grip better than just clipping to loosely controlled hair.

From what I’ve seen, type in either faux leather or canvas hiking backpack and throughout it, you should see some similar ones.The canvas ones look less authentic but they’re a lot cheaper. And for the bedroll, I would just find some yellow/white striped fleece fabric or a blanket and roll it up. Hope that helps a little!

I'm a little late commenting, but in the past I've used nylon straps with buckles (like these: Amazon link) with masks. You don't have to deal with elastic losing it's stretchiness over time and it's slightly easier to put in because you don't have to get the size as close to right and can just overshoot and tighten it down to what you actually need.

That's an extremely ambitious build for your first cosplay.
However, if you really wanna do this one, I would say go really slow with it.
How I would approach this one is to get the prop and mask first. It'll give you an idea of how you want to proceed and you can still have fun with a sword and mask.
After that, I would move on to the soft parts. Shoes, pants, scarf, etc. The armor needs to be sized to you, but also sized to what you're wearing.
It looks like the shoes are tabi shoes.
If you're new to EVA, practice with it. Make something small like a basic knife. Get a feel for how it works. How to seal and paint, heat forming, etc.

Yeah, to do the rings on the forehead and the shoulders/hips, I'd say to get something like this.
Hook a couple into your belt loops for the hips. If your jacket has shoulder loops you can do the same there. Depending on your tutorial for the ears, you might even be able to slip a few in each of them to make those bands glow.
What you need is something rigid to attach the two ends of wire. I think something like this coupling would be the best solution (the screws tighten to clamp both wires) but I don’t know if they make them in the size you want.

Another option could be somehow attaching (glue/zip tie?) the wires to just a flat piece of steel. Something like this:

Really the missing element is rigidly attaching both wires parallel to each other onto another rigid material. I’m sure you can figure something out :)
A cheap way to perhaps get that effect is to buy a paint suit and spray paint it all pink.

To get the hard, solid look to the base face, you probably want to start with a full-face mask like this.
Wearing a swim cap underneath it would give you the black dome, and some small alterations with foam can give you the top edge below the dome, as well as the "ear" fins.
At the bottom, you could probably benefit from cutting away the chin of the base mask to give your mouth freedom of motion, or you could just attach the protruding chin, made out of foam, directly to the mask.

Oh ok. I suggest using heavy duty snaps then. Attach the cap end to the fabric you’re wearing and then super glue the socket end to the hard piece. Practice on some scrap fabric.
Or you could use some high weight tested Velcro to attach it. Sew the soft side to the fabric.

You would just need to keep compactness in mind and not use open wire when sauldering the basic circuit. It's pretty much just a loop between the battery motor, switch. Make your "steel" balls out of carved foam or something and make it so they can be fitted/removed from and to the motor spindle.
Gloves, I'd start with a regular pair of leather gloves and stitch on the red patch on the back. Jeans, you could wear a regular pair as-is, of of you wanted you could dye a little bit of that light blue into it.
For the shoes, there's quite a few different pairs of brown sneakers out there. A quick Amazon search finds this fairly promising. Then you can add the white stripe with something stitched on. Or inversely, take a pair of white sneakers, tape off the lines and the soles, and spray them the brown/clay color you're looking for.

I also felt it was important to use some foundation makeup and lacquer spray to make the color match better because the base color is sort of an off yellow silicone flesh tone...
Do you have any experience with soldering or electrical work? Just wiring up a couple eye lights is pretty simple by itself. Two 3v LEDs to a CR3032 battery pack and a latching switch along the positive lead is sufficient. You can probably even sneak by with a set of fairy lights if you so choose, though that's a slide switch and not a push button.

Head was made from an acrylic globe used for light fixtures. Warning, they do not handle drops well at all. Inside I had a fan that vented out the cap. I had a red LEDs in the eyes that I could turn on with a remote, so I could make him “angry”.
The arms were sculpted out of foam, and covered in a light layer of fiberglass. The fingers were sculpted out of polymer clay. The arms were hollowed out so I could place my arm inside and hold on to a wood handle structure I built the foam around.
And also, crimping is the best thing. You can just do braid crimping tho
Then when you have it shaped the way you like, apply a Worbla outer-layer to get it stiff and sturdy

Do you have a picture of the googles or set up? It'd just be easier to see what you're working with. As for the lights you linked, those are a type called 5050s and they are just the worst. You can see on the strip that there are 4 contact points, one ground and then a positive connector for each of the RGB colors. They are a nightmare to wire and can't really be controlled outside the included unit or a similar driver.
I'd recommend something more like this that can be wired up to an arduino nano or trinket with a flat lipo battery. They can be set up to accept remote input (though I'm not sure how, somewhat beyond me that) and have pretty impressive animation and color change options. Additionally each light can be different color, which isn't the case with 5050s, the whole strip there has to take the same action, so they all blink or pulse or change color together.
As crazy as it sounds, what about embroidery hoops?
Especially with these modern plastic ones, you could permanently attach the outer hoop to the tentacle, and the inner hoop to the helmet, and just set the tentacle on and tighten the screw to lock it in place. Positions the screw somewhere easy to hide, but easy to reach for attach/detach.

You may benefit from a bit of foam padding around the top of your head. Something like this will help it fit snugly and comfortably on your head.
A short strip of battery powered led lights will give you exactly what you need, like this.
Do note, the light may be in your actor's eyes so you may want to put a bit of shielding to block between their eyes and the strip itself.
Instead of buying big expensive sheets of EVA foam, you can buy and repurpose things like this. You would need to colour them but Its basically the same thing. They come in different sizes and colours, but the main thing is theyre much cheaper than most other EVA foam.
Thermoforming a polycarbonate sheet sounds like it would do exactly what you want, but I don’t know where you go about finding thermoforming equipment. I’m not sure what signal light covers look like, but if you’re fine with a sphere shape I’d go the Christmas ornament route. The cheap ones seem easy enough to use a dremel on (I doubt the ones below are acrylic), and they’re already cut in half.

Alternatively you could make a fake balloon string with some wire. I would wrap the wire in some cloth or braid some twine around it to look like an actual string :) also please check with convention rules about this one as i know some places aren't fond of wire
