It is a multi-site uploader, but it may help with making sure your posts go up on DA if you are struggling with DA uploads.
I don't know the issue to solve it from DA's end. The only time I have an issue posting on any websites is if my file is too large or if there is a connection issue.
I don't think you can on DevaintArt, that's what I miss about stash. You could have backups that are private until you were ready to submit to the site itself. My suggestion, or at least, what I use for my drafts and backups are:
If you are using a phone, the Writer+ on Google Play
If you are using a computer, the Apache OpenOffice Program Apache is basically a free "Microsoft Word" program.
Both are free, and if I remember correctly, Apache saves on your computer. I don't think it uploads to the cloud, so any drafts or stuff you want to keep private, it stays on your computer (you can also save on thumb-drives/"geek-sticks") .
Google Docs is another option to keep for backups but because it's in the cloud, I don't exactly trust it. But you can share Google Docs to people via links, like you could do with stash links. My backups are on Apache or Writer+, and there are probably many more free writing document programs. I just use those.
And when I'm ready to make my stuff public, I copy it from the file in Apache and paste it when I go to submit under "literature" on DeviantArt.

Unfortunately, I think you might need a VPN to set up an American email account. I'm looking into TunnelBear VPN. You get 500MB for free and there are several "tunnels" in Europe, one in Canada, Mexico, and USA. Let me know if that works for you. Seems to be fine on my end.
Basically after you download it, click on the America tunnel and then try to make a gmail account using the America tunnel. Maybe then you might have a way to access DA.

See that book description. It says it's the only book that teaches curvilinear perspective (which isn't true, it's just one of the only ones I can find. And it says nothing about if it uses cartographic projections to modify the grid)... Problem is, I'm not all too keen on learning from a book who's cover is comparable or worse than my skill level, if that makes sense. I'm not impressed. I need to be impressed with the artwork on the cover for an art book, and that's all they supply.
Yeah... there's books on it... just not any GOOD ones. Like how do you make a perfect 45° angle? How do you make a perfect cube? Things like that. I have no confidence in these types of books. I have limited funds, so the idea of wasting money on yet another book... waiting for it... and being disappointed...

Oh yeah, I understand it's a panoramic so it's more of a swivel action more than a pan.
I've made some impressive panoramics with photoshop. I even started to conceptualize the picture plane as a bowl. It's definitely a swivel.
