There also is the Arcata Stay network of houses/rooms. Several venues are listed as pet friendly. Arcata is a 15 to 25 minute drive, depending on how deep into Eureka you're going, probably closer to 15.
From my experience, being fast is what is most important. And having a phone number with a 707 area code, if you don't already. Any CL post that isn't a shitty, PPM-managed property gets snatched up quickly, so calling/emailing within a few hours of a post going up helps a lot.
So unfortunately I can't help point you to any properties that aren't on CL, but you can use https://ifttt.com/ to setup notifications based on a CL search. So anytime a new listing is made that fits your search, you get an email, text, etc.
Setup an https://ifttt.com/ for craigslist searches that fit what you're looking for. And check Craigslist yourself constantly. It's pretty much just about luck and persistence. You don't really have enough time to be picky, which is unfortunate, because property managed rentals in Humboldt are awful. You want a private landlord as much as possible. But that takes time.

If you're in a small-ish 1 bedroom apartment, I found that the passive dehumidifiers work just fine. Maybe get a couple and keep one in a general area and one in the closet to protect your clothes and shoes. I think you can get them at any hardware store or order a reusable one off of amazon.

To get a notification every time there is a new post in the "rooms and shares" section that allows cats, and has a cost of $350 or less. When you get that specific, it's pretty rare that something pops up, but at least you can setup notifications for your ideal situation while you look at other sources.

Suddenlink is 50Mbps minimum service. If it's slow, she needs a better router, or the router needs to be located in a better area to improve your signal.
What are you speed test results? The other major option is DSL, which is slower.
This is all true, but to add to this:
You will get MUCH, MUCH better performance if you buy your own cable modem, and connect it to a decent router with wifi, or to a router and then wireless access point.
The equipment that suddenlink loans out are typically all-in-one Arris modem/router/wireless-AP combinations that do none of those 3 things well, and get passed around and refurbished so many times that they are super prone to errors.
I FUCKING HATE SUDDENLINK, but I'd say 9/10 when people complain about their suddenlink internet connection issues, Suddenlink's actual connection is fine, the issue lies in the hardware in your home. Suddenlink alleges to "test" this hardware when you call them, but honestly, they can and do lie about everything so take it with a grain of salt.
Plus, you don't have to pay them $10/month if you buy your own setup.
Get a Netgear cable modem with Docsys 3.0 and you should be rocking and rolling. Something like this should suffice nicely.
Then get yourself a decent router and you should really clean up a lot of your internet issues.

On that note, Fortuna is another option for you. It's more/less just as "out of the way" as McKinleyville is (when comparing both places to Eureka). Fortuna is more conservative/less-diverse than places like Eureka or Arcata, if that matters to you.
Most of the time, if you're on a budget and with animals...you're likely going to have to cast your net as wide as you can. But COVID-19 has definitely thrown a curveball, so nobody knows how much the rental market will open up. If anything, this will likely be advantageous for you.
For what it's worth? I'd say that Cutten is probably going to be your most desirable destination. Myrtletown would be ranked just after that, in my opinion.
