Can I be an annoying language geek? You said it is literally [Spoiler](/s "rice ball") in English.... but it's not. There is neither of the English words in the meaning. It more literally translates to something like [Spoiler](/s "fist-full") although of course everyone knows it means [Spoiler](/s "rice ball") . I am just talking literal meanings. ( reference )
Just stopping by to add that jisho lists [Spoiler](/s "ほっかいろ as a chemical hand warmer. (ignore) It's stuff you bathe with as far as I know (so don't stick it in the toilet cause it's a pain in the ass to clean up after). (stop ignore) e: I'm bad, looks like it's a pad that you put places akin to an icy hot patch? is it kind of genericized like "band-aid" is in the U.S.? anyway still don't stick it in the toilet cause it doesn't flush properly???")

The katakana appear to be saying "soup." I had to use jisho.org to look up 割 (using the radicals).

I don't understand all of it, but it seems the gist is that you should be careful of black kites (the... name of the bird, it seems). There's something there about "ten minutes" and food... But I don't understand it (and I'm at work :P)

That's the annoying thing about hiragana, it can be so ambiguous, that's why even though it sucks to learn, kanji rocks. My gut tells me though that it is this though because any shop [selling](/s "乗り物") maybe doesn't sell food.
edit: i'm worried I am wrong though, so I will take a closer look at that shop next time I walk past it. I'm pretty sure I'm not wrong though haha :o)
