I'm assuming your play store is giving you grief?
If you're on android you can download it here no problem, your phone may say its an "untrusted app install" because its not from play store directly but "apkpure" is a 100% legit site.

I do not know which site it might be, but if you want to get inspired by pictures from a website which generates wonky images, then I recommend artbreeder.com.
Google deep dream is a similar site; you have to upload a base picture and a style picture, and the site's ai will generate the base picture with the style picture's style.
/u/jazzastudios suggested posting on Reddit to share new art AIs. Artbreeder is like most Face Apps but with -1 to 1 sliders of many different things. Artbreeder takes a small learning curve on how to make things great but after you can make some good stuff.
I would recommend if you use it to crossbreed with an almost identical life shot. This is better then turning "art" into "real life" using the provided slider. Then you can alter what style you want to use.

Did you just copy this from the internet? I also took a look at another drawing you posted and that appears to be copied too. (Google reverse image search) The images found are much older, one from 2016 and another from 2017, both done by 2 different people (they are signed). You purposefully cropped the images to remove the signatures with dates.
It's not cool to copy other's work and pass it as your own.

I use the wacom intuos draw graphics tablet (known as the wacom intuos graphics tablet now). It was the first tablet I've used and I think it works great. I think you can buy it at around $100 (CAD). There's definitely a learning curve if you're transitioning from traditional art since there's a disconnect between hand and screen, so keep that in mind. ^_^

I'm also from America, I actually bought mine on Amazon and it arrived in 2 days! I didn't use the same tablet that Jazza used in that vid, but rather a pad tablet where I draw on the surface and it appears on the monitor. I will leave a link for the one I purchased. I'm a beginner so it is a very cost effective way to learn digital painting, and I was happy with its performance.
