The hdk2 tracking components will be surplus as they are made redundant when used alongside NoloVR .
That means your ir camera, all the camera cables, the ir board and the ir emitter array in faceplate that ship with HDK 2 are all extra weight and extra cost that you will not benefit from owning- if you already own a nolovr tracking kit you could go 4k with pimax at less cost than HDK 2.

Nolo are obviously not using osvr software to achieve their steamvr support. They are possibly using a custom openvr null driver for each hmd they claim to support. That would explain why no osvr plugin for nolovr exists.
The hdk 2 can not claim to be room scale capable as it ships with a three in one cable that is not long enough. You will struggle to configure steamvr room layout due to the shortness of the three in one cable that ships with osvr hdk.
Check out the nolovr demo using an osvr hdk on YouTube. Very small play area. I'm sure if you were seated you could reach to extremities of play area. It ain't really room scale due to the shortness of three in one cable that ships with osvr hdk.
Vive three in one cables are much longer so that the Vive hmd can be used in the largest play area possible that steamvr room layout can be currently configured for.
Steamvr tracking is about to go 2.0 which means room scale play areas will now support warehouse scale play areas and larger.

I find it laughable that we are comparing prices of osvr hdk1314 screen upgrade versus a 4k hmd.
This makes hdk 2 very expensive in comparison to pimax 4k hmd.
It sounds like you are describing the coasting issue to me. Did you do the IR BOARD update? It is supposed to help. To verify, try downloading the VRShowDown demo. Run it with SteamVR running, then uninstall SteamVR and run it again. It should work like a native app with SteamVR gone. Then you can compare your experiences. I have tried to decipher the scant information for osvr on android to try and get my osvr hdk working on android with no success.

I did not get eagle 7.7 to open the .brd files for the OSVR HDK but did find stpviewer to render the .stp files and also found the .stp files open as text files in firefox browser.
One of the samples in eagle 7.7 is for adruino board with very similar layout for hdk mainboard loads, renders and works as expected; the hdk .brd files will not open.
Any advice on how to get to see them .brd files for osvr hdk?

Hmm ok, from what I've heard it's fairly hit and miss with getting a Bluetooth adapter that works with psmove but I've had 2 that both work and the one I'm using looks exactly like the one in the link so idk.
I got mine from eBay and there are some $3-4 adapters if you want to try any of them.
Other than that maybe updating or rolling back your Bluetooth drivers might do something but I don't really know sorry

Another issue I had is one of my PS move controllers went nutty and I had to un-pair it, press and hold the small reset button with a paper clip for about 20 seconds, the reset button on the PS move controller is near the bottom close to the model number sticker, and then re-pair and do all the controller and calibration stuff again.
Another thing is to have your PS move controllers on and paired, and camera or cameras connected before starting PSmoveservice.
I have a USB3.0 PCI-E expansion card and my motherboard supports USB 3.0, I found that I can run two PS Move cameras off of the USB3.0 PCI-E expansion card, and two PS Move cameras off of the motherboard, but if I connect all four PS Move cameras to the same thing I have problems.

The power isn't the issue, and with the project goal of supporting all VR I guess I get the rationale. However, the Pi is kicking another $40+ into the price and keeps you from using an IR camera that ships with your HMD instead of (or in addition to) one from this devkit.
It's also worth noting that these cameras use PixyCams and are not nearly as good as the IR camera that ships with the HDK. That said, their Github and Blog have everything you need to home brew, so you could easily find a better camera. I'm looking at this SainSmart

If your primary OS is GNU/Linux, I would advise not buying one though. As you simply can't do anything with it.

Both Rift and Vive users have issues with onboard USB3 drivers, don't bother with the onboard USB, just spend $20 and get a decent replacement:

You might be able to find an extension cable to go between the power cable and the pigtail coming off the sync cable. I don't know what the dimensions of the barrel connector are, but extension cables like this do exist.
I cant get the controllers to connect with my PC. When I run psmovepair.exe the window just stays open for an instant, then closes. When I run the exe in cmd, then this is what I get:

You need a rooted arm device to install osvr framework. The HDK does not work with googlevr, daydream or cardboard apps.

I put a similar suggestion to Slightly Mad Studios a few months back and look at vr support in project cars now. :-)
Viveport now has an android app. I think something like this would be great for OSVR content. I know the content is very limited ATM but it might do wonders for ending the confusion many people have in regardes to OSVR supported games vs just games that work via OpenVR.
