Apparently, the way to fix it is to equip a weapon using 'E' and then equip whatever spells you want. That works for me. It is so annoying to have to do that every time though. Good thing I'm early on in the game. Until there's a patch, I'm starting over as a non-mage.
The freeware program, Prio, has a feature that can save set Processor Affinities per executable file. Try it if you don't want to create. BAT files: http://www.prnwatch.com/prio.html

sorry, I posted in error. SOME of the followers wear heavy, some are light - here is a spreadsheet that shows which will wear which.
It looks like it has something to do with visual c++. Maybe you are missing a windows update or something got screwy when installing skyrim se, it thinks you have it but actually don't? IDK this was a quick google search
edit Also, your followers will only use certain levels of armor, and will only put on what you give them if it is better than what they have. You can pickpocket them though and place it in their inventory, and they (should) wear it. See this spreadsheet to determine what armor type your follower will accept.
Find the NPC you want to make a follower. Open console with the tilde key. Click on the NPC so the NPC's ID pops up, take note of the ID.
Type in: addfac 5C84D 1
In order for the follow/marriage choice to appear, the NPC has to like you. To do this, you need to set the NPC's relationship level. To set the relationship between you and the follower correctly, you need to type in BOTH OF the following lines into the console.
Setrelationshiprank "NPC ID HERE" 4 Player.setrelationshiprank "NPC ID HERE" 4
For certain NPCs, the follow options will not appear until you reset the NPCs dialogue options, to do so, type the following lines into the console.
Disable Enable
In order for some followers to fight enemies and instead of running around like idiots, you need to set their confidence level. To do this, open the console, click the NPC, and type the following lines into the console.
setav aggression 1 setav confidence 3
Then type: setessential "NPC ID" 1
You might find your new follower weak, and that's because your new follower does not level with you. Chances are they are a very low level and will die very quickly to anything that attacks them. The easiest way to remedy this is to open the console, click your follower and type.
setlevel "Insert level here"
After you complete step six, you're done. You now have your own essential NPC follower to do your bidding. Take note, if you do not set the NPC as essential, when they die, you may lose the NPC for good. Using resurrect on the NPC via the console will bring the NPC back to life, but the NPC will no longer follow you and may disappear from the game completely. So far, I haven't found a way around this, so setting the NPC to essential is a must.

Ok. First issue. You need to move the respective unofficial patches right after their respective master file. IE Uskp right after update.esm. Unoffical dawnguard right after dawnguard.esm. Create user rules in boss to force this.
Unlimited Bookshelfs is broken as hell and a MAJOR game breaker. Drop it. Get Bookshelfs Updated SKSE Script instead.

I would also recommend not using the official high res dlc and use texture packs instead. You get better quality and less issues. I don't think that is your problem though.

I see you mentioned reinstalling video drivers but I recommend reading over this guide to make sure you have installed them properly as it does sound like a graphics issue.

One other thing I noticed that wasn't on the list is making sure you have your sound set to 44100Hz as many people have issues with this crashing their game as well.
To do this right click on your volume button in your system tray and go to playback devices. Select the current active sound device from the list(has a green check by it) and click properties. Open the advanced tab and make sure it is set to 24bit, 44100Hz.
Don't use Steam for mods.
Don't use Nexus Mod Manager.
Use Mod Organizer to manage your mods and the Nexus to download them.
Well that doesn't always suffice. If I were you, I'll reinstall from scratch, and start using Mod Organizer to prevent this kind of situations in the future.
