If you are just looking for the energy monitoring you might consider aKill-A-Watt meter. It doesn't have any on-line monitoring (unless there is an upgraded model) but it works pretty good that figuring out consumption of devices.
You need to buy a router that connect to your apartment WiFi and gives out a private WiFi.

I found Kasa has a product Kasa Smart Motion . This Switch seems to support a three-way configuration.
My plan is: to install two sensors on both sides of the hallway. So the light will be turned on no matter which way I come.

Greetings, this was at top of window when I opened Reddit. I didn't read all the comments but I will share what worked for me. My 1st floor has NO neutrals in their light switch boxes (also no ground). I installed two Lutron PD-6WCL Caseta Smart Home Dimmer switches -- but I had to buy their bridge device (it was cheaper as a bundle and can control lots of other things like smart shades). It works very well in my living room and dining room. Also, in kitchen I have a Lutron non-dimming smart; that switch has no neutral or ground.
If it's going to be on a schedule, can't you just hook up a outlet timer that is programmable down to the second? I use this one for that exact purpose. 15 seconds every hour for 10 hours. I found a non-Kasa brand that went down to the second, but figured going smart wasn't needed.
Ok I just hooked mine up to a power supply and gave it 3V and it has a 0.5A draw. Everything is working as expected. I am planning on buying this transformer for $6.
From there I will connect the two wires, tape them within the casing, hot glue gun the hole shut and have a permanent cord attached to this camera.

The price of power has gone up in the UK. I worked it out. by keeping all the stuff plugged in and in sleep mode it'll add approximately £140 to my energy bill for the year and considering work isn't going to reimburse me for the electric I use I just want to keep that to a minimum.

I'd solder the little connection bits to the Strip ends. Does voltage matter? They mention getting the voltage right on that page.

Replacing the light fixture is always an option and will be as simple as reattaching whatever wires you disconnected from the old fixture to the new fixture. Kasa does have some smaller smart bulbs that would work in track lighting like this fixture. Of course you'd have to buy multiple bulbs, but it would be cheaper than hiring an electrician.
The switches that have another switch at another location are called 3-way switches. (the ones at the ends of the circuits. Any additional switches ... above 2.... are called 4-way switches) They switch a line current between two travelers and have three wires. In order to get rid of them, you might want to hire an electrician. The needed wires are there but will be wired differently to remove the other switch.
Kasa makes a 3-way switch, it doesn't dim. Lookup a hs210. You can use one for each light even though there are two in the box. The old switch will just toggle the light. Voice control works with one or two switches.

HDMI-CEC (and ARC) is your best option as explained below so if you can get that to work, awesome. Like most advanced HDMI features, cross brand operation can be finicky, so if you can't get it to work, there is a low(er) tech solution that I used for years. An ecosmart power strip can sense if a certain device is powered on, or in standby, and power off the other outlets when that happens. You can often find them pretty cheap. I have used one of these to control TV power with the receiver for years until I bought my new 4k that could correctly communicate with my receiver. I still use it to turn off my sub, and blue ray player so they aren't wasting power on standby.

I have several sets of Kasa HS210 (3-way) installed in my house, one of which has a 4-way switch on the circuit. This works without any issue; in fact, you can install the HS210 without touching the 4-way switch and it will function correctly.
Let me know if you have more questions in terms of wiring. I only have one HS210 on each circuit (instead of replacing both 3-way switches) to save money, which also works, but you have to replace the 3-way on the live side, not the load side.
I replaced my 4-way switch with this to more closely match the aesthetic.
