I agree with others about TSH. As someone who has spent a lot of time struggling with hypothyroidism (caused by Hashimotos), a typical endocrinologist will say that a TSH below 5 is normal. There is something called “subclinical thyroiditis”, meaning that most people feel better, more energetic between 1 - 2. Personally, 2 is right on target for me. At 3.6, I would feel very tired. At 1, I would feel hyperthyroid symptoms...I would feel too energetic. Everyone is different.

Most studies put it more around 5.1 inches approx. It appears that studies that rely on SELF-REPORTED penis length result in larger sizes (lol).
Also, this is for an adult. Not for a 16-year-old. If you look at Figure 5 in this classic work on genital development, you'll see that penis size generally doesn't stop increasing at age 16. Certainly didn't stop for me.
The only study I've really seen is this one. According to it, 125 IU EOD (437 IU/week) restored 75% of intratesticular T (ITT), and 250 IU EOD (875 IU/week) basically restored it to baseline. I am not clear on 1) if everyone really needs full ITT, or 2) if ITT correlates directly with the things we care about like sperm production or testicle size.
What I will say from my experience is that on 500 IU/week, my testicles started shrinking during week 5 (earlier this week). I just upped the dose to 750 IU/week and I hope that helps. Not sure how to best address your other questions.

HCG does things other than just maintain fertility. It maintains testosterone production, making it easier if you ever have to stop TRT. It prevents atrophy which can be painful for some guys. It also maintains upstream hormones conserving brain function.

When I went to my TRT doctor they tested for free testosterone and total testosterone but the one that counts with TRT is your FREE testosterone as it's not bound and can be used anytime by your body and that is what you want!
If you go to your normal GP he will test you for TOTAL testosterone and let's say you score 415 he will likely say "You're fine" if you're in your 40's HOWEVER you are not fine, if that test is bound to SHBG it can't be utilized the same way as your FREE testosterone.
The study you refer you is correct is saying meat eaters will have lower T levels however if you read closely that is total test and it's not at all the same as FREE testosterone.
You could try doubling it naturally, I think that'd help a lot with your symptoms. If it doesn't then you'll have to hop on TRT with HCG if you're concerned over fertility.
Use cronometer.com, eat tons of whole foods and get all your nutrients nice and high. I hit it all with seafood+fruits+greens, grains/dairy on demand.
Maybe do extensive thyroid testing.
DHEA and MK677 are easy enough to get and could take care of 2 important hormones.
Your prolactin looks fine. Estradiol testing would've been useful although I suspect it to be equally as much rock bottom as everything else.

The main reason for your low free t value is that you have above average SHBG.
The general recommendation is to aim for a free t value above 2% where many men's symptoms resolve.
In your case, that would require a total testosterone level of around 29 nmol/l (836 ng/dl). TRT tends to reduce SHBG, so that figure is likely to be lower ultimately.
If you've eliminated most of the other typical causes for your symptoms (eg., thyroid issues), TRT may be beneficial.
While there are reputable TRT clinics in the US that would consider you a candidate based on your total t alone, I don't know how you'll fare with UK private doctors.

The calories in and out recommendations are on point. Here are mine. Get MyFitnessPal and an account on chronometer.com. Start logging everything you eat and drink for at least a week to find your current maintenance calories level if your weight is staying stable. Once you have that, find a way to cut calories, 500 minimum. Start looking at calories and portions sizes on everything you eat, some things will surprise you. I was able to cut 500 calories just by switching to diet soda for example. On my deficit I lost 2 pounds a week with no exercise as I recovered from surgery. After 35 pounds down I got back to lifting. You can also add to your deficit with cardio obviously but the diet is the key. Do the diet and work out and the weight will just melt away. This scale really helps me, it links to an app on your phone and allows you to track your progress, weigh each day out of bed after taking a leak:

Yes, same protocol with insulin syringe - draw air, inject in vial, draw test. I would be cautions with jabbing the vial more than once to not dull the needle (this is just me being paranoid maybe).
Insulin syringes has units instead of ml for measurement printed on the syringe. I have the exact same dosing as you, so for a 1ml (or 1cc) syringe like I linked, you would want to draw 50 units, or half the entire syringe. I inject my upper quads every Weds and Sun.
I too started with the needles shipped by the pharmacy. It was a 25g 1 inch needle and I was too big of a wuss to do IM with a needle that big, so I poked it in halfway to do sub-q. I don’t have shaky hand issues anymore now that I use 1/2” insulin syringes since I just poke it all the way in and know I’m good to go.
As far as 27g vs 28g, it’s really personal preference at this point. A 27g will def draw and inject faster, but for sub-q, you really don’t want to be injecting too quickly in case of leakage. A 28g will hurt less, but it’s really not that noticeable compared to a 27g. If you’re always on the go, 27g will be quicker overall.

Fin will reduce loads and everything else sexual. I would be careful with that. However, man TRT patients do go on Fin to keep hair, but now everything is at decent levels. If you have low T - and now low DHT - not good.

After you've educated yourself, it will be easy to tell if your Dr knows his stuff or not. I have seen too many Dr's put their patients on horrendous protocols (such as injecting 200 mg of testosterone cypionate every other week when it should be done at a minimum twice a week). The more often you inject the more stable your levels will be which will also reduce the conversion of testosterone to e2 (short for estradiol; a type of estrogen we test for).

Hypothyroidism can cause high prolactin, which will cause you to feel fatigue/lethargy but most importantly, low libido. I speak from personal experience, as I thought I had low testosterone but in fact it was my prolactin that was high, stranding from my hypothyroidism. Bear in mind, I am 19, and these issues started when I was 17/18, so it’s perfectly reasonable to assume that this could be your issue.
You could go out of your way to get your prolactin checked to see if it is heightened. It’s not a very expensive test. But honestly, if your testosterone is normal, you’re 17, AND your TSH is a little high, I’d be willing to bet that your prolactin is the culprit here.
Take P5P, which is activated metabolite of Vitamin B6. It has been shown to lower prolactin. The feedback loop that has one’s body creating testosterone is always present. When one is using suppressing drugs that feedback loop is satisfied by the external substance. Removing the substance allows that feedback loop to continue functioning as it was before using the substance. It’s a long biochemical factory of things going on that has many steps and does not immediately resume as normal as each step requires various conditions to be satisfied and the chemistry did not evolve to be lightning fast..

For right now, you might want to dial your workouts back a lot. Try 3 times a week and maybe lower the intensity a little bit. Maybe just for a couple weeks to see what happens. Working out is stressful and it's like a negative feedback loop if you're already struggling with cortisol.
If it's impacting your quality of life, I would 100% absolutely see a doc. I pay for all my shit out of pocket, too (we said fuck insurance because it was $600/mo and complete shit, so now we save that $ instead.) I paid $600 for a comprehensive metabolic panel (CMP), lipid panel, vitamin panel and hormone panel. It hurts to pay that much but I discovered a lot of issues that I have since corrected. Looking back at the before and after, I'd pay double the $ for that test to be where I am today. If you do have insurance, it should be way cheaper.
Shit man I almost forgot. Go to Amazon and search "gaia adrenal". I had some really weird adrenal issues about 5 years back after I got splashed directly in my face with black mold. I was sick for a week and then the next couple months was absolute hell as I had shitty sleep and zero energy. Most of your total testosterone is bound by SHBG and Albumin and is pretty much unusable. I apologize for the typo in the name. Elevated prolactin is fraught with problems with libido (for example) in the same way as highly elevated estradiol. If prolactin is elevated, then try cabergoline. Regarding the degree of prolactin overestimation, choose the starting dosage and that's it: either 1/2 tablet once a week for a couple of weeks and / or 1/4 every ten days. Libido will jump and the feeling of motivation too. If you drop it hard, it can weaken the immune system.
From vitamins, you can take at least Optimen from Optimum Nutrition (not advertising, but the complex is good). Clomid in order to raise your testosterone. You can sit on it for a long time and cancel without consequences. Sometimes it is worth monitoring estradiol for symptoms.

Libido is a very complicated neurological phenomena. Its impossible to say that low testosterone is the sole reason for which your libido is low (though there is a correlation ) Its also important to note that though your test levels may be average, environmental conditions could be causing undue stress which could be lowering your sex drive.
