We don't have any alternate codex yet, unfortunately. The Chaos index will give you data slates for all current Thousand Sons units so you can use them in games but if you don't have one yet an 8th edition core rulebook will have all the rules/scenarios you'll need to start playing. Your local game shop should have them available but if that's not an option then they retail for about $50 on Amazon.
In regards to the last question, it really depends on who you're playing with. Casual games with friends saying a Warpflamer is a Bolter probably won't be too much of an issue. If you're in a local/official tournament it may very well be a "model is equipped with what it has" situation. There's a couple posts on this sub about Warpflamers and how many you need but if you haven't assembled anything yet, I'd recommend giving magnetization a look over. It takes longer but will allow you to swap bolters and warpflamers easily so if you do encounter an issue with who has what, it can be handled.

Speaking as someone who's still learning all of this myself, all I can say is take your time and enjoy it. Thousand Sons are unique and crazy detailed. I'd recommend avoiding the trap of assembling everything all the way before painting, as getting into the chestplate nooks and crannies around a bolter is a world-class pain.

What do you mean when you say: Kalabite Green as a base layer. Like paint the entire model with kalabite and look at incubi as the "primer"?
Its a cheaper airbrush - I don't know where to check the pressure honestly. I have allways used the preset. I checked with the cardboard in the back and sprayed there to await clogging or splattering. Even changed the needle to 0,2 from 0,5.
A wet palette could easily help you a lot with that, it was a game changer for me.
This is not a big investment and you can even DIY easily. One of the purchase that upped my game the most without effort.

Method used to create the bases:
Paint the base Retributor Armour
Cut plastic poster ( https://www.michaels.com/white-plastic-poster-board-by-creatology/10378146.html ) into workable sheets
Cut marble contact paper ( https://www.amazon.com/countertop-Furniture-renovated-Waterproof-practicalWs/dp/B0777NMVC3/ref=mp_s_a_1_3?crid=AQF2CIL94J5V&dchild=1&keywords=marble+contact+paper&qid=1633031624&sprefix=marble&sr=8-3 ) into the same size workable sheet as the poster board and apply it to the poster board, making sure to get all the air bubbles out.
Measure out what size you want your tiles to be on the non marble side. I used 3/4in but feel free to make bigger to allow for more variety in tile placement.
Cut out the tiles and glue them down to the base in the pattern you want. I left a small gap so that the gold underneath comes through and looks like grout.
Use scissors and a hobby knife to trim the edges to make them uniform with the base.
I applied some Agrax Earthshade to the gold recess to try and add some more detail to the gold.
Overall I am very happy with how they turned out and how much time and effort was saved for getting my pre-heresy TS started!

I did some too I can get some pics tonight. If you’re in the US you can get this easily from Amazon or a local hobby store, apparently people use it for “antiquing” or whatever.
If you get this, make sure you really stir it up every time you use it. You can whack it on really thick and dry it with a hair drier to get really good cracks. Otherwise leave it like 24 hours to full dry and cure, then dry brush with white for ice.

It's a powder you can buy that you mix with an acrylic medium and comes in different colors. Consistancy is rough. I put some between the ribcage and on the fire of my last project and it put on a thick grainy texture. Im going to try using much left as it really is bright. This is glowing and its in a room with only one of the lights turned off.

You could in the alternative, get a bunch of arms off of ebay, chop their arms off, and magnatize them so they can take different arms depending on what you want to roll.
It is a lot of work for tzangors, I have done this with a couple of my terminator squads, and on a couple of rubrics for the heavy weapon choice. You don't really have to, you could just make sure you disclose what they have before each game, but it is kind of fun to have the visual options.
