I've never heard of Huge Power halving attack before but my first instinct is to call bullshit and assume it's a typo. Bulbapedia and Serebii both don't mention it.

Used Gallade cause seems like a plausible Skill Swapper with good Attack and Azumaril as the Huge Power place holder.

So set up a battle with myself and Skill Swapped the Azu then used Ice Punch a few times:
> Steelix lost 25.8% of its health!
> Steelix lost 28.6% of its health!
> Steelix lost 26.4% of its health!
Now doing the same thing but using Swords Dance instead.
Calc:
+2 252+ Atk Mega Gallade Ice Punch vs. 252 HP / 252+ Def Mega Steelix: 44-52 (24.1 - 28.5%) -- 96.9% chance to 4HKO
And different battle after using Swords Dance:
> Steelix lost 25.3% of its health!
> Steelix lost 24.7% of its health!
> Steelix lost 25.8% of its health!
TLDR: The halving thing is BS. Skill Swapping Huge Power takes the same amount of moves and does the same thing as Swords Dance but relies on having another Pokemon with Huge Power next to you to pull it off. Better off just using Swords Dance.

It's always kept up to date with simulator data, so errors are very quickly found and fixed, not to mention that the data comes directly from game code when available.
Second most accurate dex is Veekun, which also gets their data directly from game code (except for early Gen 6 before the 3DS was hacked, where they got their data from PS).
Considering Pokemon Go is still #2 on the list of top grossing Android apps and #6 on the iOS App Store, I think they’re doing okay.
It really depends on the base stat of your pokemon.
As a general rule of thumb, it's better to invest in HP, but for pokemon such as Blissey (with crazy high base HP), you're better to invest in defense instead. Hariyama is the perfect example of a pokemon that you'll gain more bulk overall by investing in both HP and defenses (you will have to look at the damage calculation formula if you want the details)
Unless your pokemon is holding left overs, you should always try to have a number of HP that is 1 less than a number divisible by 16 (or 8 if you can't get 16). The reason for that is that it minimizes damages taken from poison, burn, leach seeds, and weather effects.
Then you put the remaining EVs in the stat that will allow you to survive specific attacks from specific pokemons that you think you are likely to face (don't forget to count HP lost from stealth rock if you play single). Basically, you want to make a OHKO a 2HKO or make a 2HKO a 3HKO. You will have to use the showdown calculator to figure it out.

Hi op, I realize I'm a bit late to this discussion. Others have given some really good notes already, so I just want to point out a couple things that haven't come up yet.
I very briefly examined the serebii site with an accessibilty tool that I like: https://tota11y.babylontech.co.uk/. I noticed some pretty bad accessibility issues right away, like lots of images without alt text and no accessible label on the search bar. If you're studying UI/UX I highly encourage you to spend a bit of time considering this side of your design!
As some others have already mentioned, the serebii site is very visually cluttered but it's also very "busy" from an informational point of view. For first-time visitors especially it's rather overwhelming. I highly, highly recommend a book by usability expert Steve Krug called "Don't Make Me Think". I found a copy at my local library and adored it. If you haven't read it yet, I would consider it essential to anyone interested in UI/UX/design - it's a relatively short, very entertaining read and jam-packed with so much great content. There's a chapter specifically about website home pages, and serebii's home page basically goes against every piece of the author's advice lol

I haven't used an item besides Scarf, but Specs would only make it 1.5 times as effective, still not a guaranteed kill unless you hit right after the Sub.
