The biggest mistake I see most people do when they start out (other than having hugely unrealistic expectations) is trying to do too much. When you start out you don't have to do crazy stuff; it's more important that you develop your skills and ideas first.
So far, we seem to get to a starting point, but never beyond that. And that's the reason why we have so much low quality content, because no one ever seems able to develop them further. If you don’t really have a clear goal, defined work structure (planning, how many hours you put in) then often what you do will crumble to pieces, regardless of how great your idea is or what stuff you got.
Before you even think about paying for any services, software or equipment, you should always prototype and try ideas using whatever limited resources (or free ones) available to you. You don’t need Adobe Premier Pro or Sony Vegas to make videos, or Photoshop to create thumbnails, artworks or other stuff. Use the default free software on your computer like Windows Movie Maker. For any art or graphics stuff, try free stuff like Pixlr (https://pixlr.com/editor/). See if you can find ways to do things in new, interesting and unique ways. And not matter how hard it gets, keep trying again and again.
We’re looking for long term results, so being persistent and patient is key here.
Also, don’t hesitate to ask for help. There are a fair number of people in the community who are willing to help with what they can. Back when I posted PIO on reddit, I offered free advertisement for people’s content if they filled out a form to give me info on what they were doing. In a 2 month period, less than 3 signed up so I ended up doing away with it.
It's based on their mobile lineup of games called "Destroy Gunners." It uses most of the same designs from their earlier games.
I haven't played it but I have played Destroy Gunners. It's pretty fun but looking at the gameplay footage it looks like it suffers the same problem that the mobile games did, which is that it's quite repetitive. It's like a simplified, arcade version of Armored Core. I'd imagine however that they've expanded on the game a bit more than with the mobile ones (which we're pretty cut and dry). It looks like it's fairly cheap though so I'd say go for it. If you're uncertain, try downloading and playing Destroy Gunners Sigma (which is free) and it should give you a decent idea what to expect.

I'm not an expert, but I don't believe it's fully playable yet in RPCS3. It is listed on the official compatability list as able to boot in game, but not "playable." At least not currently. It currently sells for $5-7 on eBay, last time I checked. You could buy one and dump it yourself using the instructions on https://rpcs3.net/quickstart .
But I've never tried to emulate it, so try this at your own risk because I can't guarantee the game will be playable. Obviously disregard my advice if someone else had it running. I've only ever played it on original hardware.

News to me. I'll have to look for these but I'm guessing the latter two are NPC barks missing from the English versions. I can at least confirm that the JP version in general has much more in-mission NPC dialogue.
Every Japanese playthrough video that used to be on YouTube apparently are gone along with the old accounts that uploaded them, I was trying to find any playthrough video I could which sucks. Basically, in the final mid-Episode voiceover, the Japanese version detailed how Omer had control of Aspina Colony as the last remaining real corporation. In Joshua's lines pre-fight, he mentions it's either Anatolia or Aspina, and on Hard Mode, Celo brags about Omer holding the mighty White Glint under their thumb through the fight.
The only kit available at MRSP right now is the Aaliyah kit because it got reprinted.
Unless you mean and av to hdmi adaptor, ps2 to usb is something for pc Those hdmi adapters do literally nothing but give an hdmi output for modern TV. Their is generally no upscalling at all. If you want an actually good image you'll need the component cable.
What do you mean by distorted and unplayable? What type of cord is the PS3 cord? Is AC3 the only game you've tried? There's a lot of potential sources for these types of issues; the cord itself, the monitor/tv, the upscaler, etc. Some games change resolution during menu's/ingame/cutscenes which some monitors/tvs can't handle.
The choice of upscaler basically comes down to how much you're willing to pay, there's a fairly linear relationship between cost and quality up to a few hundred dollars. Cheaping out will come at the cost of quality or input lag. From the low end up to the high end. Someone else might be able to offer a good budget option in between.
There's alot of mega cheap upscalers that accept RCA if quality isn't your preference, but if you want to be able to even read text, you should go with a composite signal; s-video, component, SCART, etc.
This one was recently reprinted and can often be found for a little over $50.

She heard me talking about this to a buddy, and she took it upon herself to make a purchase.
With that said, she isn't a gamer. The most current games she plays is Super Mario 2. As such, I'm worried about the choice she made.
She went with a Razer Wolverine (https://www.amazon.com/dp/B074RNL1RX?psc=1&ref=ppx_yo2_dt_b_product_details), which is admittedly a more budget-friendly choice. Still, I would have like to try holding one before pulling the trigger, as I get a little pick about how a controller fits in my hands.
Might still work out. For all I know, it will be a VERY comfortable fit in the hands.
Just gotta figure out whether I want to go with a more classic scheme, or something more modern...

Kotobukiya did a reprint of the Crest CR-C89E Oracle Ver (Last Raven) and an AC1 Nine Ball in 2019, so those might be easier to come by. Still, expect to get hosed on out of print model kits. I distinctly remember that emblem and could have sworn it was in AC2 and was used by one of the Martian Ravens. But there's nothing like that in any of the emblem libraries. There are also the stock emblems but I doubt it was one of those.
Could it be Genobee/Mollycoddle? There are no dragons but there is something with wings.
There is also this emblem but I doubt that's it either.
I used a Chrome extension to rapidly go through all the AC emblems in all of the games and couldn't find it. I'm sorry :-(

Any tips for a beginner?
I've got the Kotobukiya Crest quad, and bought and given others away to friends, and they are very simple to put together.
I have made a number of models in the past however, but they really are not hard, and the instructions were good IIRC.
Detail is pretty good. Variety of colour is ok: but if you're going to paint it, spray it on the sprues first, and detail once built.
I paid quite a lot less than 80 quid, but this was also quite a few years ago, here's Amazon and a better pic:
