Is this the plugin you're trying?. I haven't used it personally but it looks like they released a new version on 6/29 that's meant to work with Moodle 3.5 (which isn't full supported in Totara yet). If you're on V9 it looks like you'll need version v.3.0-r4 and for V10 you'll need V3.2-r9 of the plugin (here)
As for core Totara - you should be able to create a Page activity off the front page and then take the URL of that page and add it to the Navigation Bar.

I've been pleased (on Macintosh) with the offline bookmark manager URL Manager Pro
At your command it will bookmark sites you visit; you organize the sites into folders; it stores the data on your hard drive, independent of the browser; each link has a memo field where you can add keywords, personal impressions, or text clips from the site; later search for any word or URL. For me, a big help.
it's been awhile since I have looked for an LMS, but I'm going to go out on a limb and say that this is not a collection of the best (or even most popular) LMSes. In fact, I don't think that this is what Capterra currently says.
Depends on the storyboard type. In jobs gone by, I (as an ID) would act as quarterback of an elearning design development team (the project manager might be thought of as the coach). I'd work with SMEs and create storyboards. The storyboards that we did were in PPT and sometimes featured sample, idea-generating graphics.
I would work with a graphic artist (we had a team of them) who would help with course look-and-feel, and would create or find imagery. Sometimes these same ppl would create Flash animations, if needed. I would work with a developer to make things real - the actual development of elearning using Javascript and Flash. I would also work with two quality assurance (QA) experts: one for content (grammar, phrasing, literal sensemaking, fresh eyes) and one for technical matters (does it work the way we want it to?)
answer to your actual question: in a few of my previous assignments, there was quite enough for a team of graphic artists to do, because we had a lot of custom art in each course. If you don't, they probably won't.

Not too long ago Chrome made changes to their default auto-play settings. You can try running the Articulate Updater on your SCORM packages to solve your issue. https://articulate.com/support/article/articulate-updater-release-notes-and-instructions
The updater will make changes to the SCORM packages in bulk.

Although biased since I am working for the company, I think it's a great product and you can jumpstart it really quick and easily.

For anyone else who is interested, I came across Quizizz as another option. We are thinking about going with a Moodle plugin called Active Quiz as we will probably build on Moodle.

I was first thinking about a mindmap. Not sure if it is viable with a lot of entries.
Something like a trello board could work. You add lists for months and cards for the single "learnings", collect resources in the cards, tag it and set reminders for recall/review.
You could also look into E-portfolios or personal knowledge management.

Rise and HowToo are great platforms for small businesses, they give you heaps of templates, so all you need to do is add text. And you don't need an LMS or any understanding of SCORM and complex learning design.
Both have upgrade options for when you find an LMS is more suitable down the line.

the application that i want to see most quickly realized is pairing it with something like ARIS, so that location-based mobile games can be augmented by HUD.
(This would also work for games like Ingress, but that's not actually elearning - just a nice demonstration of some things that can be used to provide a particular experience in a particular elearning project.)
Personally, I use Eagle a powerful management tool for organizing my design files ALL in one place. it supports both MacOS/Windows and files stores locally.
You can sort files by giving them tags and in different folders too! so for your situation, you may want to tag them with project names like what askbenb mentioned, and if A files involves in more than ONE project you can give it different tags and save it in different folders! this way you can organize, search and browse through hundreds of items easily.
Also, what I like about it is that you can categorize assets across different dimensions very easily (e.g., by platform, by subject, by style, etc.). i think it will help your company when it comes to organizing design files!
I recommend learning some basic Photoshop and using it to make mockups before you build your interfaces in Captivate. This will take you longer at first, but once you become better with the software it's a MUCH faster way to quickly test different layouts and color schemes. Photopea is a free online Photoshop clone that should have all the features you need.
In terms of improving your design eye, I like to use Pinterest or Behance to search for web designs, UI designs, or even video game interface designs and save the ones that I like. (Not many people post actual elearning examples there.) When I was first getting started I would sometimes pick a design and copy it exactly, not to use for an actual project but just to practice how I would achieve each of those effects in Photoshop. Another good exercise is to take a bad design and try improving it.
Eventually you'll start developing a better design instinct, but it takes time! Just the fact that you care about design and want to improve will make a huge difference in your work.
Look at other platforms where you can set the price. I believe that Udemy sets the price for you AND take a major cut. Have a look at Teachable.com, very useful site with a nice structure to setup a course
Bit late to the party here, but I've dealt with some similar things and large-ish content in Storyline.

Basically the authoring tool also matters as it controls how content is loaded. Storyline 360 will try and load the upcoming 3 slides, and will prioritize certain file formats (more detail in the link). Important bit to note though is it wont predict the upcoming 'scene' (collection of slides). So try to avoid having large files on the first slide in a scene.
Be careful to not ignore the LMS though as well, it still has to send all the files to the user anyway (but if you're not seeing any difference between your LMS and Scorm cloud, it's probably not the issue).
Side note: We've done some large courses with hundreds of decent-res images. We were able to insert copies of the images on the first slide discretely (underneath everything else). This made the initial load time longer but the user's browser was able to cache these images for later so they weren't downloaded again.

You can also use any other LRS in the above stack if you are ready to loose some functionality.
If you have the user's name and email id, you can pass that in the URL. Or, you can configure GrassBlade to ask that from the user.

You can create modules and lessons there, you can add pre-built blocks with images, cards, hotspots and you really don't need any experience as it is very user-friendly. iSpring Suite has a built-in Video Studio. I used it few times to record from the webcam and selected screen area simultaneously. It was quite easy to use and redact the video.

What about PDF resources? I don't think you'll get a direct link to a place in the SCORM. As said here the LMS will set the user back to the beginning or its latest slide.
