It's not worth the hassle to get x64 programs to install on XP and for the most part I have to agree with just turning UAC all the way off and installing classic shell.

With windows 10 (and 8 and vista) you do not really need to create separate user accounts, but here you go.
What you should do is check your UAC (User Account Controll) settings and set it 3 or 4 (out of 4). It may be annoying a bit when you have to install many known applications as it requires conformation from you when a program tries to change critical stuff, but it serves you in the long run.
The second useful thing to do is to make sure Windows Defender is on. It is as good as any anti-virus software for a few years now, it is just trendy to hate on it. (just press windows key and type windows defender)
There is a policy change that you can make to Windows to auto-elevate programs without getting the confirmation prompt. Needless to say, this is a bit dangerous, as any program, including a trojan or virus, can auto-elevate itself.
I don't have any specific course recommendations - the last time I tried doing a search for one, it was very specific. I think being teachers, most of the learning development and teaching techniques are covered.
Online rapid eDevelopment courses can help speed you into it - I did a course a few years back with Learning Age Solutions and the ideals behind their courses are perfect for UX and Learning Design.

You can disable if you are confident in everything you download and install. I don't bother having it on.

And honestly I’m sure a cursory search on YouTube would pull up some good resources
Focus on learning about how to use Layers and States. Once you understand those two concepts Storyline is pretty straightforward

Not too long ago Chrome made changes to their default auto-play settings. You can try running the Articulate Updater on your SCORM packages to solve your issue. https://articulate.com/support/article/articulate-updater-release-notes-and-instructions
The updater will make changes to the SCORM packages in bulk.

The first thing I'll say that if you haven't checked out LMS reviews from Craig Weiss, I recommend that you give them a look - especially given your timeframe. Here's the Top 5 overview for 2017 and here's a sample of the 2017 Top 50 report.
That said: I was going to mention Litmos if you weren't looking at it already, but it looks like you are.
My concern with this, of course, is that I'm used to months-long LMS winnowing processes (though I did complete one in a month, once). Out of curiosity: do you really need an LMS? If you were using Articulate I would tell you to stick with Articulate Online.
I have used articulate https://articulate.com/ which is a plug-in for Powerpoint. They have some great features and it is really easy to use.
It is a bit pricey however, but they offer a full feature free trial.

From this it looks like StoryBoard 360 needs updated and republished, but I’m not familiar with the software to know what that means. It could mean the person who has published it needs to republish it using the latest software. If they don’t do that, then you just need to use another browser.
Rise and HowToo are great platforms for small businesses, they give you heaps of templates, so all you need to do is add text. And you don't need an LMS or any understanding of SCORM and complex learning design.
Both have upgrade options for when you find an LMS is more suitable down the line.

Bit late to the party here, but I've dealt with some similar things and large-ish content in Storyline.

Basically the authoring tool also matters as it controls how content is loaded. Storyline 360 will try and load the upcoming 3 slides, and will prioritize certain file formats (more detail in the link). Important bit to note though is it wont predict the upcoming 'scene' (collection of slides). So try to avoid having large files on the first slide in a scene.
Be careful to not ignore the LMS though as well, it still has to send all the files to the user anyway (but if you're not seeing any difference between your LMS and Scorm cloud, it's probably not the issue).
Side note: We've done some large courses with hundreds of decent-res images. We were able to insert copies of the images on the first slide discretely (underneath everything else). This made the initial load time longer but the user's browser was able to cache these images for later so they weren't downloaded again.

Maybe your antivirus (of Windows Defender) blocks the fix? You can disable WinDef, but if you don't have enough experience, it can help. If you do, it will just give you false positives. Same with antivirus (if you have one), but you can just add the fix to the exceptions list.
Looks like its an embedded presentation from a site called articulate.com using their articulate 360 app.
Option 1:
If you are comfortable with it, the easiest option would be to use WordPress + GrassBlade xAPI Companion + GrassBlade LRS
You can also use any other LRS in the above stack if you are ready to loose some functionality.
If you have the user's name and email id, you can pass that in the URL. Or, you can configure GrassBlade to ask that from the user.
Option 2:

Hello. I just wanted to ask you about something in your post. You say that Storyline doesn't work on a Mac. Where did you get that from?
I was looking at the tech specs from Articulate and it's supposed to work on a Mac. This isn't meant to be a "gotcha" or anything. I'm looking to get a new computer after I finish my masters degree and I would like to be able to use both authoring tools depending on job requirements. I just got my first iPhone so I was playing with the idea of getting an iMac.

I would probably suggest you try out Articulate Rise. It has a free trial for 60 days, it's responsive and it's super easy to use. You can create modules and lessons there, you can add pre-built blocks with images, cards, hotspots and you really don't need any experience as it is very user-friendly. Use the free trials to get your feet wet, but factor in the cost of purchasing a year license to SL360 or Captivate into the price for building the module. You will learn a lot and if you don't need it at the end of the year, then don't renew.

You being prompted for Admin access is windows feature called UAC. You can disable it in your control panel by following these instructions: https://articulate.com/support/article/how-to-turn-user-account-control-on-or-off-in-windows-10 Reboot as requested. After this if you are asked for admin whatever just say yes. Remember - after you remove the preinstalled anti virus software ensure that windows defender is turned on.
Its very strange. In another forum the problem solved for some user by disabling anti-virus.

I think the easiest way to do this would be to place it inside a piece of e-learning software such as Articulate Storyline, or Adobe Captivate. There are loads more out there but I’d recommend Storyline for ease of use and similarity with PowerPoint (I often describe storyline as PowerPoint on steroids).
Articulate offer a free trial which you could make the file you need to in that time. :)
Another option is that your client’s learning management system (LMS) May be able to take video files directly.
I work for a company that makes an LMS and we have the option for our clients to just upload video files directly. Send them our way if they’d like to move LMS provider!

Have you disabled UAC? The thing where the Windows interface blanks out & presents you with a Yes/No box when trying to run a program with elevated permissions. If you're unsure, set any program to being run as admin, then launch it.
