While I agree that there is a lack of official servers to play on and test out the game, there are a whack of community servers out there maintained by regular people who also know how to manage servers. I'm probably going to write a post tomorrow on how I got NA West Pew Pew set up on DigitalOcean for $20/mo last night, for example (you can probably play on the $5/month instances as well, but I wanted to have more than 5 people online at a time). I'm sure more information will be added to the wiki as the community gets better acquainted with Hurtworld server management.
They just added a few more servers, but like others said they're a small, understaffed team working on a game that was incredibly successful overnight. I'd say that they should keep the server management down and allow the community to take over server management while they focus on moving out of Alpha and into Beta. They could also just pay another company to manage their servers for them, but that's a pretty hefty expense for a small team.
May I suggest https://crowdin.com (there are also similar crowd sourcing translation services). I've used it in the past for projects and it's easy to use and get setup. Rust also use it, so some of your player base should already be familiar with it.

Before you go to the trouble of setting one up yourself, I run a pretty-quiet forum for articles and communication and I'd be happy to set aside space dedicated to Hurtworld and keep it open/available for folks.
