Yea, through iTunes. Download the correct IPSW for your iPhone, iPad or iPod and then hold down the “Option” key and then click on “Update” in iTunes. Find the IPSW and iTunes will do the rest.

According to Apple's iOS 9 - What's New page, new multitasking features (Picture in Picture, Slide Over, Split View) will not be available for 3rd generation iPad:

I use Simple (bank) and the app is state-of-the-art and it also plots ATM terminals near me on a map that I am allowed to use without incurring a fee since they have no physical branches. Basically, my ATM's are those weird ones in gas stations and strip clubs that no one ever wants to use, haha

As someone who regularly stores 50+ gigs of Apps (not app data, just apps - loads of them) on my phone though, I am pretty pissed.
