my rough math says:
$59/user each month
$59 x 20,000 students/staff = $1,180,000 (monthly cost)
Monthly cost x 4 months (one semester) = $4,720,000

Honestly, gen-eds will not be very difficult. That being said, it can really depend on the professor, so do your homework when picking classes (hint: http://www.ratemyprofessors.com).
Your CS classes will quickly take up your main workload. I would say you should put aside at least 20 hours a week for your starter CS classes 139 and 239 (I think its 159 now). Professors will tell you 3 hours per credit hour that you're taking, but your mileage may vary. Your gen eds can have any other time you can give to them, but honestly oceanography or gcom or whatever the fuck won't be super difficult (but be careful because it is a big step up from high school in some cases).
Lastly I'll give some advise that wasn't asked for, but keep this in mind. Don't be afraid to drop a gen-ed if you feel your grade going too far south (before the deadline!). I speak from experience here, I walked into an astro 121 class one time and the professor said put away your notebooks... I didn't have a clue we were having a test that day; you can guess the result. It happens sometimes I guess.

Wildlife trail around Lake Shenandoah is a great walk. Prob 10 min drive from campus. Closed until mid March or so for some dam repairs but def check it out once it reopens.
I'm actually not familiar enough with Chromebooks to be certain of their ability to run VMs. The VM requires VirtualBox in order to work. The VM isn't really required either. It's just a nice-to-have thing. If you do want to use it, I'd recommend a computer with at least 2 (maybe even 4) cores, and a minimum of 4GB of RAM as well as an operating system that VirtualBox supports.
Chrome OS will get you pretty much everything else you need, though. And the CS labs in ISAT will get you just about everything else. Especially so until you get a better feel about what computer would be best for you.

As an update, I installed HTTPS Everywhere for Firefox (available for Chrome also), and enabled all of the blockers for sites I was seeing the white bar, such as Google (started today) and Youtube. So far I haven't seen the bar anymore. Not sure if this actually fixed the problem, but seems promising.

I realize this is a month late but if you wish to get experience during the summer I would reccomend codingbat they have java and python exercises there and a lot of starter vids and links. Also some classes actually use codingbat exercises as homework so
Back in the late 90s and early 2000s you could get a device called a "Ethernet splitter" which was basically a unpowered hub. They were stupid devices. If you plug them into modern hardware you will damage the ports because of current draw.
You can still find them on [Amazon].(https://www.amazon.com/dp/B07FCLLD1H/ref=cm_sw_r_cp_apa_i_zH9rDbC0DHC5R) Do not ever use one. IT WILL KILL the ports on the switch.
I commented before but I should add that I did have a locking chest that I wired to my bed frame. I only used it over breaks because I have $4000 of camera equipment and valueless hard drives and just wanted to be extra safe. At my school they service rooms, replacing filters and what not over breaks so people might enter your room.
I trusted all the people that worked in my building but they did catch a maintenance guy stealing panties out of the driers in another dorm. So shit can happen and if someone wanted that stuff they could have still gotten it but a deterrent is enough 99.99% of the time. It was also handy for storage.
You might also want to invest in one of those locking fireproof cases like this so you can keep your social security card, passport, and other stuff safe from theft, damage, and just losing it. You might end up traveling abroad or getting a job so that paperwork is handy to have with you at school not locked away at home. And it's something everyone should have to keep those pseudo-irreplaceable documents safe.
Become passionate about something, you will make your best friends along the way. There is seriously an organization for everything.
Read How to Win Friends and Influence People, a lot is common sense but we often forget the simple things.
Be proactive: go hiking, ask people to lunch, go to shows downtown. There's plenty of stuff to do here, none of it will come to you. Most people are down for anything that sounds fun, don't be afraid to ask.
